Question: Within the contract year, how many on-site workshops are expected and can parts of the training be delivered remotely? For example, can regular one-on-one and small group sessions be delivered live-stream (e.g., Zoom)?
Answer:
NIH requires the Phase 1 Grantsmanship Overview workshop to be in-person each year because this offering is a full day didactic and interactive session for senior and junior faculty, staff, and trainees.
Individual and smaller group consultation or didactic sessions can happen virtually (e.g., Zoom etc.) after the Phase 1 session.
Question: How many participants are you expecting?
Answer:
Phase 1 Grantsmanship Overview NIH is expecting up to 100 participants.
Phase 2 Crafting a Competitive Application NIH is expecting up to 10 participants.
Phase 3 Crafting a Competitive Application Assignments & Consultations NIH is expecting up to 10 participants.
Question: NAICS code appears to be only for non-profits - are only non-profits eligible to apply?
Answer:
The Contracting Officer and cognizant program staff have reviewed the responsibilities detailed in the Statement of Work. It has been determined that NAICS Code 611430 - Professional and Management Development Training, Size Standard $15.0M, is the most accurate classification of the requirement. As a result, the 75N95024Q00018 NAICS Code is amended as follows:
From: 813211 - Grantmaking Foundations To: 611430 - Professional and Management Development Training
The requirement is still a Total Small Business Set-Aside. For-profits are eligible to provide a quotation in response to this solicitation.
Question: If for-profits are eligible, will the NAICS codes be expanded to other organizations (e.g., 541690, 541990)?
Answer:
Please reference previous answer.
Question: Is the $250,000 simplified acquisition threshold applied to the Base Year (1/8/2024 to 1/7/2025) only, or does this limit include the maximum service period (Base Year through Option Year 2)?
