This document is a combined synopsis/solicitation for a commercial item, specifically two (2) -80 degrees C Ultra-Cold Upright Freezers, issued by the Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse. The freezers are required to preserve and store dissected post-mortem human brains and other biological materials for scientific research. The procurement is conducted under simplified acquisition procedures, with the anticipated award of a firm-fixed price purchase order. Offerors must provide pricing information, including unit price, shipping, and delivery time, and demonstrate technical capability and past performance. Responses are due by September 16, 2024, at 12:00 PM Eastern Time, and must be submitted electronically to the Contract Specialist. The Government will evaluate offers based on technical capability, past performance, and price, with technical capability and past performance being significantly more important than price.

Answer: The initial set-up will be performed by the NIH staff. The freezers are plug and play.

Question 2: Request confirmation whether NIH or the Contractor is to move the Freezers from the place of delivery and acceptance to the room where the freezer will operate?

DISCUSSION: Cannot locate who is responsible for moving into position in the Combined Synopsis-Solicitation.

Answer: The freezers will be delivered to the specified NIH location and the Laboratory Relocation Specialist will be responsible for the delivery.
