COST OR PRICE SUPPORT
In addition to the instructions and format requirements for the Business Proposal that are contained in Section L of the solicitation, the information presented in this attachment is intended to provide uniform cost assumptions that apply to the solicitation. All related documentation should be included in the business proposal in a clearly marked section. Cost and Pricing support should be provided for all proposed subcontractors.
Offerors are advised to give careful consideration to the Statements of Work, all reference material provided as attachments, the technical evaluation factors, and the solicitation as a whole, in the development of their proposal. The information requested here should be used as further guidance for the development of the Business Proposal.
The following uniform instructions shall be used by all offerors in preparation of their cost proposal.
It is anticipated that three, severable task orders, having a performance period of 9-months for Task Order 1 and 30-months for Task Order 2 and 24-months for Task Order 3, will be issued over the course of the 2.5-year ordering period. These Task Orders can proceed concurrently. It is not anticipated that other (ad-hoc) task orders will be issued; however, the National Institute on Aging reserves the right to issue additional (ad-hoc) task orders, based upon scientific need and availability of funds. For the purposes of proposal preparation, consider that each of the three anticipated task orders will correspond to each of the 2.5-year ordering period, as follows:
Year 1 Year 2 Year 3 Task Order 1 Task Order 2 Task Order 3
As part of their business proposal, offerors are required to provide a detailed budget for costs for the entire IDIQ ordering period, broken down by each task order.
The Government anticipates upon award of the Base contract for this single award IDIQ awarding Task Order 1 simultaneously with the Base Award. Task Order 1 will be cost-reimbursement, beginning on or about December 21, 2023.
