RESPONSES TO QUESTIONS

The Government has provided answers to questions submitted as of 4:30 pm Eastern time on September 1, 2021, below. Note that many questions were combined, paraphrased, and/or summarized for brevity and clarity. The Government will attempt to answer additional questions as time allows, but cannot guarantee that questions will be answered prior to the due date and time listed above.

1. Question: Can the Government estimate the amount of time NCATS expects the contractor to provide onsite support?

Answer: The Government expects the majority of performance and delivery to continue remotely due to pandemic restrictions. The Government does not have an estimate of the proportion of work that would be considered direct consultation (e.g. training, coaching, mentoring) versus offsite work (e.g. writing, development of deliverables, creation of graphics or videos, etc.).

2. Question: The Government states that this is a fixed price contract, but the solicitation requests labor categories, expected hours, fully loaded hourly rates, and other cost and price details. Will contractors bill by the hour at fixed hourly rates, bill as time and materials, or bill a monthly fixed amount based on a total fixed price?

Answer: The Government is requesting cost and price details in order to ensure the overall price is reasonable in accordance with FAR subpart 13.1. The Government intends to make this award as fixed price for all services. The award will include an invoicing schedule that reflects the deliverable dates described in the Delivery or Deliverables section, paragraph 1.

3. Question: Will the Government consider extending the proposal due date?

Answer: The Government will not extend the due date for proposals.

4. Question: Are there limitations to the number of past performance examples provided with proposals?

Answer: As noted in FAR 52.212-1, Instructions to Offerors (tailored), included in the Solicitation, past performance must be recent and relevant. The Government has not set a limit on the number of past performance examples that may be submitted.
