About this file

This document is an amendment to a request for proposal for a 7 Tesla MRI scanner for clinical aging research. The National Institute on Aging within the National Institutes of Health requires an ultra-high-field MRI system to pursue advanced MR imaging and spectroscopy of Alzheimer's disease. The amendment provides responses to questions from offerors to clarify requirements. It confirms that a turnkey installation is not required since the scanner will be installed at a leased medical facility. It also explains that while technical proposals should include cost and resource details, individual salary and total cost information do not need to be included. The amendment and original RFP provide offerors with details needed to understand and respond to the agency's requirement by the specified due date.

RFP No. 75N95021R00025 Responses to Questions

Question 1: Can you confirm if this solicitation should include full turnkey installation?

Answer: Because we will be installing the new scanner in a leased facility (Medstar Harbor Hospital in Baltimore), we can’t do a turnkey installation.

Question 2: In the section “Instructions to Offerors” under subsection 6, “Separation of Technical and Business Proposals”, the RFP states, “The technical proposal must include direct cost and resources information, such as labor-hours and categories and applicable rates, materials, subcontracts, travel, etc., and associated costs so that the offeror's understanding of the project may be evaluated. However, the technical proposal should not include pricing data relating to individual salary information, indirect cost rates or amounts, fee amounts (if any), and total costs”

After our initial review, [Offeror] interprets this RFP to be of a commercial items nature subject to a firm fixed-price contract suitable for procurement of commercial goods and services where there are reasonable definite functional or detailed specifications. [Offeror] did not identify any request by NIH for our Turnkey Services; whereby, the costs and resource information may be more applicable. Can you please elaborate on the structure of the procurement and whether the approach is to be more of a cost type or commercial items type of contract?

Answer: In accordance with section L. “Contract Type and General Clauses,” it is contemplated that a fixed price type contract will be awarded. However, under “Basic Cost/Price Information,” the solicitation states “The Cost/Price proposal shall include details for all resources required to accomplish the requirements.” If the information you provided in italics not applicable, then you do not need to include it in your proposal. However, be sure to include adequate details as outlined in the “Basic Cost/Price Information” section.
