This amendment # 01 is provided to answer questions received from interested vendors. Please acknowledge this amendment #1 in your response. All other terms and conditions remain the same.

Questions & Answers

1. What start date should be used for estimating purposes?

July 1, 2020 could be used as the estimated start date.

2. For the Past Performance section are you looking for Personal References from clients or a Contractual Past Performance? If the former, do you only want contact information, or to you seeing formal reference letters?

Offerors can decide what would be the best way to document their Past Performance in compliance with the RFQ instructions.

3. Do the Representations and Certifications attachments count towards the 25-page limit, or may they be considered an appendix?

Can be attached as an appendix.

4. Does the Small Business Plan count towards the 25-page limit, or may it be considered an appendix?

Can be attached as an appendix.

5. May contractual details such as audit information, payment information, business systems status etcetera be considered an appendix outside the 25-page limit?

Can be attached as an appendix.

6. It appears there may be a couple of typos in the FAR 52.212-5 attachment:

- Please confirm that item 3, FAR 52.203-15, which only applies to contracts funded by the American Recovery & Reinvestment Act of 2009, is not applicable and should not be checked.

Not applicable, unchecked.

- Please confirm that item 16, is intended to reference FAR 52.219-8 based on the clause title (this item currently references FAR 52.219-13 which is also listed as item 18 further down).

Correct reference is FAR 52.219-8, updated.

7. The estimated level of effort for this requirement is contractor employees on a part-time basis for up to 50 anticipated projects, and the consultation hours are estimated up to 800 hours per year.

Are the 800 hours per project or across all projects? For example, could the scope be 50 projects at 800 hours each, equaling 40,000 hours per year if all projects and hours are exercised?

The Contractor shall devote up to 800 person hours in performance of the Statement of Work across all projects. However, the Government may exercise Option Quantity 1 for up to an additional 800 hours up to four (4) times during each year of the contract.
