About this file

This presolicitation synopsis is for a non-competitive service contract issued by the National Institute of Child Health and Human Development (NICHD) for a ThermoFisher FEI Tecnal T20 Transmission Electron Microscope service contract. The contract will be awarded directly to FEI Company in Hillsboro, Oregon, and covers preventive maintenance, system alignments, software updates, and replacement of consumable components for the Glacios TEM instrument. The period of performance is February 1, 2026 through January 31, 2027, with a total value under the simplified acquisition threshold of $250,000.

The solicitation allows interested parties to submit capability statements, with responses due by December 26, 2025 at 9:00 AM Eastern time. The contract is being procured under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34.0M. The government emphasizes that this non-competitive approach is necessary because individual service events would be more costly and cause significant instrument downtime. Responses should be submitted electronically to the Contracting Officer, Michael Falzone, and must include a technical proposal, cost-price proposal, period of performance, Unique Entity ID, Taxpayer Identification Number, and certification of business size.

GENERAL INFORMATION

1. Title: Service Contract for ThermoFisher FEI Tecnal T20. Transmission Electron Microscope

2. Background Information: The ThermoFisher Glacios TEM is a highly sophisticated transmission electron microscope that operates under demanding conditions, including high voltage and ultra-high vacuum, and relies on numerous precision, computer-controlled components. To ensure optimal performance and instrument longevity, it requires routine preventive maintenance, precise system alignments, and periodic replacement of consumable components such as seals, filters, and filaments. In addition, ongoing software updates performed by trained specialists are essential to maintain system stability and functionality.

ThermoFisher maintains dedicated service engineers on the NIH campus, allowing rapid response when technical issues arise. A service contract guarantees priority support and expedited repairs, minimizing instrument downtime and ensuring that research activities proceed without significant interruption. The contract also provides long-term cost savings by covering high-value replacement parts such as vacuum pumps and cooling system components as well as all associated labor.

This service contract is the only arrangement that meets government requirements because, without it, sustaining the system’s maintenance, repairs, and software updates would not be financially or operationally practical. Each individual service event would require a separate purchase order, resulting in extended processing times and substantial delays in instrument availability. The cumulative cost would also be higher due to the loss of discounted parts pricing, increased service-visit charges, and reduced scheduling priority for on-site engineers factors that would significantly exacerbate downtime. Furthermore, critical technical and applications support would need to be procured separately, at additional cost and with diminished access.

Period of Performance: February 1, 2026 through January 31, 2027
