About this file

This is a Request for Information (RFI) issued by the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) seeking information about contractor capabilities to provide support services for the Phoenix Epidemiology & Clinical Research Branch (PECRB). The RFI requests information on three main service areas: outpatient clinic support services, information technology services, and metabolic kitchen services. The outpatient clinic services include providing infrastructure, logistics, and administrative support for conducting human subject research, including staffing, medical equipment maintenance, specimen processing, and emergency medical services.

The required services have previously been provided through an Interagency Agreement with the Phoenix Indian Medical Center campus for approximately 35 years. Key requirements include supporting up to 250 specimen processing occurrences, 40 equipment calibrations, 20 body composition services, 20 DEXA scans, and 10 ultrasounds per contract period. Responses are limited to 15 pages plus Appendix A and must be submitted to the contracting officer by December 16, 2024. The RFI explicitly states this is for market research only and does not constitute a commitment to issue an RFQ or contract. Organizations must provide details about their capabilities, feasibility assessments, staffing approaches, and potential risks through responses to nine specific questions outlined in the document.

Request for Information# 75N94025Q00025 PECRB Support Services

REQUEST FOR INFORMATION (RFI)

Title: Acquisition of Freezer and Bio-sample Support Services for the Phoenix Epidemiology & Clinical Research Branch (PECRB)

Description:

The mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is to conduct and support basic and clinical biomedical research and research training. The NIDDK is Congressionally mandated “to facilitate and enhance knowledge and understanding of diabetes, digestive diseases, kidney and urologic diseases, and nutritional disorders, including obesity on the part of health professionals, subjects, and the public through the effective dissemination of information.”

The Phoenix Epidemiology & Clinical Research Branch (PECRB), within the NIDDK Intramural Research Program, has a mission focused to determine the etiology of type 2 diabetes mellitus and obesity. The Branch is unique because it brings together scientists from diverse backgrounds to collaborate and applies the latest techniques in each discipline to solve a single problem. Using this approach, the Branch has made substantial progress in identifying the physiologic and genetic determinants of diabetes and its risk factors. In addition, researchers in the Branch have conducted several clinical trials to intervene in the natural history of this disease and to prevent the development of diabetes and its resulting severe complications. The goal of this research is to identify the causes of obesity and type 2 diabetes in humans for the purposes of improved prevention and treatment.

Background:

This requirement has been in place for the previous ~35 years and has been accomplished in year-to-year agreements in partnership with the Phoenix Indian Medical Center campus that is owned and operated by the Indian Health Service (IHS). NIDDK funded IHS Full Time Employees (FTEs), and NIH FTEs/contractors/trainees funded by NIDDK, were used to support these efforts through an Interagency Agreement (IAA) and associated Memorandum of Understanding (MOU).

The most recent IAA was NIDDK#: A-DK12005; Period of Performance (PoP) 10/1/21 - 9/30/22:

Subsequent IAA modifications including NIDDK#s: A-DK12005-002-00001 and A-DK12005- 002-00002 added funding to the original agreement.

Past support has focused on additional areas of support including:

• Outpatient Clinic Support Services: Infrastructure, logistics, and administrative services in support of NIH PECRB. Support has included assessing outpatient clinic space and staffing to support PECRB personnel in conducting human subject research under IRB-approved clinical protocols

• Information Technology Services: PECRB Outpatient Clinic Services are part of the

NIDDK network to allow access to CRIS (Electronic Health Record System (her) system) and REDCap (protocol tracking system)

• Metabolic Kitchen: Metabolic kitchen services and PECRB staff access kitchen facilities for the preparation and packaging of carefully controlled meals and snacks for human subjects enrolled in metabolic research studies
