STATEMENT OF NEED:

1.0 TITLE

Acquisition of an Isotope Ratio Mass Spectrometer

2.0 BACKGROUND

The NIDDK Clinical Mass Spectrometry Core supports numerous clinical studies through the measurement of metabolic parameters. One key measurement is total energy expenditure (TEE), which reflects the actual amount of energy the body uses each day. The Clinical Mass Spectrometry Core data have shown that cancer patients require significantly more energy or food daily than previously recognized. Clinical Mass Spectrometry Core also demonstrated that individuals consuming ultra-processed foods tend to intake more calories than their bodies need for daily energy expenditure. These and many other clinical research protocols rely on analysis performed using an isotope ratio mass spectrometer (IR-MS). The IR-MS currently in use is now more than 18 years old, with many components either failing or already nonfunctional. Therefore, the Clinical Mass Spectrometry Core urgently requires replacement of the old IR-MS to ensure continued support for high-quality clinical research.

3.0 TYPE OF ORDER

This is a Firm Fixed-Price Purchase Order.

4.0 SPECIAL ORDER REQUIREMENTS

The instrument must be capable of measuring stable isotope ratios (e.g., ²H/¹H, ¹⁸O/¹⁶O) with high precision to support metabolic and clinical research. It must include dual sample introduction capability (dual-inlet and continuous-flow) to accommodate a range of sample types. A minimum one-year full warranty is required, with the option to extend through multi-year service agreements. The vendor must also provide ongoing technical support and ensure access to certified field service engineers.

4.1 PRODUCT FEATURES/SALIENT CHARACTERISTICS

The following product features/characteristics are required for this requirement:

• High-Precision Isotope Ratio Measurement Capable of measuring isotope ratios (e.g., 2H/1H, 18O/16O) with precision better than 0.1‰, ensuring reliable analytical results for research and diagnostic applications.

• Dual-Inlet and Continuous Flow Capability Supports both dual-inlet and continuous flow configurations for flexibility in sample introduction and compatibility with various peripherals (e.g., elemental analyzers, gas chromatographs)

• Advanced Ion Optics and Detector Technology Equipped with high-efficiency ion optics and multiple Faraday detectors for simultaneous detection of different ion beams, improving sensitivity and accuracy.

• Automated Sample Handling Includes autosampler for high-throughput analysis and reduced operator workload, with compatibility for solid, liquid, and gas sample types.

• Measure TEE using the Doubly Labeled Water (DLW) method

• Stable Vacuum System Integrated with a robust turbomolecular and backing pump system to maintain ultra-high vacuum levels essential for accurate mass spectrometry.

• User-Friendly Software Interface Comes with dedicated, intuitive software for instrument control, data acquisition, and isotope ratio calculations.

• Must be less than or equal to Width 33”/Depth 31”/Height 38”

4.2 DELIVERY / INSTALLATION

Delivery and installation will occur at

Clinical Mass Spectrometry Core

NIDDK/NIH

Building 10, Room 9C110

9000 Rockville Pike, Bethesda, MD 20982

Delivery should include all necessary components, accessories, and documentation required for installation and operation. The vendor is responsible for on-site installation, calibration, and verification of the IR-MS to ensure it meets all performance specifications.

4.3 TRAINING

Comprehensive training must be provided to designated laboratory personnel covering instrument operation, maintenance, troubleshooting, and software use. Training should include both theoretical and hands-on sessions.

5.0 PAYMENT

Payment shall be made in one lump sum.
