PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS

DESCRIPTION OF REQUIREMENT

We are interested in glomerular diseases in humans and are investigating blood and urine samples, primary cells and cells from tissue cultures by a variety of methods including transcriptomics, proteomics, and metabolomics. We are particularly interested in deciphering the molecular origins of focal segmental glomerulosclerosis as the consequence of risk variance of a human gene, APOL1, which increases the risk for kidney disease in African Americans. One approach that we have developed over the past two years in this context is single cell RNA sequencing of urine cells. There, we have collaborated with the Single Cell Analysis Facility at the Center for Cancer Research (NIH) that provided us with reagents, service, and access to equipment. Due to the COVID-19 pandemic, said Facility is no longer available to us. Hence, we are required to purchasing reagents and tools to continue and expand our research, which includes research related to COVID-

19. We are limited to these specific reagents so to assure continuity of experimental design and back-compatibility with high-value datasets that we already generated.

PURPOSE AND OBJECTIVES

The objective of this requirement is to acquire 10X GENOMICS, INC. reagents and separation magnet to further our ongoing research on the molecular origins of kidney diseases such as focal segmental glomerulosclerosis, which is more prevalent in African Americans due to the presence of APOL1 risk variants. The NIDDK further requires the reagents to expand our research in search of biomarkers for this and related kidney diseases. Said reagents are required to pursue research on the effects of SARS-CoV-2 and other viruses on kidney tissues and the immunological processes in the kidney that are associated with viral infection of the kidney.

SALIENT / REQUIRED FEATURES AND SPECIFICATIONS

The purchase of said supplies is mission critical in the continuation of ongoing research. We are limited to these specific reagents so to assure continuity of experimental design, continuity of sample usage, and back-compatibility with high-value datasets that we already generated using said supplies.

1. Chromium Next GEM Single Cell 3' Kit v3.1, 16 rxns

2. Chromium Next GEM Chip G Single Cell Kit, 48 rxn

3. Shipping Handling

TASKS AREAS

Independently, and not as an agent of the Government, the contractor shall perform all of the detailed Task Areas listed below:

Task Area 1 – Delivery – Contractor must coordinate the shipment with the project officer as listed under item 9.0 by reaching out to them using email prior shipping the requested materials to National Institutes of Health, NIDDK, 9000 Rockville Pike, Bldg. 10, Rm 3N114, Bethesda Maryland 20892.

Task Area 2 – Shipping – Only after the project officer has replied to the contact made by the contractor and shipment has been coordinated can the material be sent. This is because of the high-cost and perishable nature of the requested materials and because during the current return-to-work schedule, laboratories are not necessarily staffed on all days or parts of days.

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME)

DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Only one source is available: Per FAR 13.106-1(b)(1) the Contracting Officer has determined 10X GENOMICS INC to be the only reasonable available source to provide a Single Cell 3' Kit.

This acquisition was pursued on a sole source basis centered on the following: the purchase of said supplies is mission critical in the continuation of ongoing research. We are limited to these specific reagents so to assure continuity of experimental design, continuity of sample usage, and back-compatibility with high-value datasets that we already generated using said supplies.

10X GENOMICS, INC. is the sole provider for said reagents and for services related to the usage of proprietary reagents and instrumentation such as technical support and training for continuation of ongoing research. No other vendors are able to complete this acquisition.

CLOSING STATEMENT

Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size.

All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”
