As of the effec�ve date of this solicita�on Amendment, SECTION M – EVALUATION FACTORS FOR AWARD, Item 5. Technical Evalua�on Factors, “Organiza�onal Experience, Capability and Facili�es” criterion, is hereby revised to read as follows:
c. Organizational Experience, Capability and Facilities 20 Points
The proposal must document that the offeror has established management infrastructure and recent successful organizational experience in performing similar work requirements of comparable scientific/technical complexity as described in the technical requirements of the Statement of Work. The offeror must submit a corporate management plan that clearly defines lines of authority and responsibility between the corporate organization itself and the proposed research project. Corporate individuals having oversight responsibility for the proposed project must be identified. An organizational chart that reflects the management plan and shows lines of authority between the project director, the corporate structure, and the Government Contracting Officer Representative (COR) must be included in the proposal. The proposal must also describe quality control procedures both at the corporate level and within the proposed project; these procedures should be designed to ensure that project goals and milestones will be met and that contract products will be of the highest scientific and technical quality.
The facilities and equipment proposed for this project must be described in detail and must be adequate to conduct the activities required by the Statement of Work.
The Contractor shall have a local office in the Washington DC area to facilitate a highly interactive working relationship with NIAAA staff or be able to demonstrate how a remote office will be able to accommodate said working relationship. At least weekly, and often more frequent contact via e-mail, telephone and face-to-face meetings will be necessary. It is expected that most meetings will be held in NIAAA facilities in Bethesda, Maryland. If the offeror does not have a facility within 50 miles of 6700 Rockledge Drive, Bethesda, MD, 20817, the offeror will need to document how frequent face-to-face and inter-staff meetings can be economically and realistically conducted.

Clarification to Answer Provided for Question 15) from RFP Amendment 1, Questions and Answers:
QUESTION AND ORIGINAL ANSWER FROM SOLICITATION AMENDMENT 1:
15) Sec�on M, page 92, “Organiza�onal Experience, Capability and Facili�es” technical evalua�on criterion. For the dura�on requirements for organiza�onal experience, the RFP page 92 states that it is 3 – 5 years. Can it be current or is it limited to 3 – 5 years?
ORIGINAL ANSWER (RFP Amendment 1):
The “Organiza�onal Experience, Capability and Facili�es” criterion states:
“The proposal must document that the offeror has established management infrastructure and recent successful organiza�onal experience (e.g. 3-5 years) in performing similar work requirements of comparable scien�fic/technical complexity as described in the technical requirements of the Statement of Work.”
By “recent” organiza�onal experience we mean organiza�onal experience within the past 3 to 5 years (which would include current experience). Organiza�onal Experience is defined on page 87 of the RFP.
CLARIFIED/REVISED ANSWER (this RFP Amendment 2):
The “Organiza�onal Experience, Capability and Facili�es” evalua�on criterion language is revised to remove the “(e.g. 3-5 years)” language in its en�rely as it has been determined that this language is not necessary and is confusing as writen.
(The original answer provided in RFP Amendment 1 was based on a misinterpreta�on of “i.e.” 3- 5 years [rather than “e.g.” 3-5 years]).
