1.0 PURCHASE ORDER TITLE
Bulk Supply of Liquid Nitrogen
2.0 BACKGROUND
The NIDDK supports a wide range of medical research through grants to universities and other medical research institutions across the country.
The Institute also supports government scientists who conduct basic, translational, and clinical research across a broad spectrum of research topics and serious, chronic diseases and conditions related to the Institute's mission. In addition, the NIDDK supports research training for students and scientists at various stages of their careers and a range of education and outreach programs to bring science-based information to patients and their families, health care professionals, and the public.
3.0 OBJECTIVE
The objective of this requirement is to procure an annual service contract for a Bulk Supply of Liquid Nitrogen. Building 8 at NIH requires a consistent supply of nitrogen gas. NIDDK has a 3000-gallon tank on site that holds the LN, which is converted to vapor, then pumped to the in-house line in vapor phase.
4.0 SALIENT / REQUIRED FEATURES AND SPECIFICATIONS
The required features of this service agreement for Liquid Nitrogen Gas are:
• Continuous supply of Liquid Nitrogen Gas
• Automatic reading of LN levels
• Respond to Emergency Delivery Calls around the clock (24 hrs./day and 7 days/week) with delivery on site
• Delivery within 24 hrs. of inventory reaching a pre-determined minimum level
• Contractor’s system must be compatible with the current Telemetry unit
• If NIDDK’s unit, which is owned by the NIDDK, is not compatible, The Contractor must supply, install, and establish monitoring with their own unit at no additional cost.
5.0 Task Areas:
5.1 Task Area 1 – Location of Service: Service & Maintenance shall be performed at The National Institutes of Health, NIDDK Building 8 (loading dock area, where the outside tank resides) Center Drive, Bethesda, MD 20892. This is an existing tank that is installed, functioning, and is mechanically sound. The tank contains the telemetry unit, which is a Bulk Asset Monitor, Model Y78BAMUNIT-500, Serial Number 3802760.
5.2 Task Area 2 - Service & Maintenance: Due to the critical nature of this resource, The Contractor shall respond to emergency delivery calls, around the clock (24hours/day, 7 days/week) with delivery on site within a minimum of 2 hours, and a maximum of 4 hours, of the call being made.
5.3 Task Area 3 – Delivery: The Contractor shall provide delivery tickets with the actual volumes delivered at the time of delivery. Building 8 has a dedicated mailbox mounted on the wall at the loading dock of the building.
If physical tickets are not available from the driver, then the delivery ticket must be emailed within 24 hours of the fill. The awarded purchase order will reflect the unit of measure provided on the official quote, and therefore, the unit of measure must be consistent on the quote, PO, delivery ticket, and the invoice. This is critical to ensuring that there are no delays in payment on the awarded purchase order.
The Contractor shall initiate deliveries within 10 days of the awarded purchase order. Installation of the telemetry unit, if needed, shall be completed within 21 days of the awarded purchase order.
5.4 Task Area 4 – Conversion calculations for the Tank Capacity: The tank has a 3000-gallon capacity and is considered full at 125 inches. This converts to 24 gallons per inch. With a pre-set fill level of 50 inches, we calculate that there should be 1200 gals of LN still the tank. Even if there were a breach of the tank security, we feel this level to be sufficient should we require an emergency repair or fill of the tank.
