About this file

This is Amendment No. 2 to RFP 75N93026R00003 for the Clinical Research Products Management Center (CRPMC), issued by the National Institutes of Health (NIH) on May 15, 2026. The proposal due date remains Friday, June 5, 2026, at 3:00 P.M. EST. Offerors must acknowledge receipt of Amendment No. 2 and the amendment date on each proposal copy or face rejection. The amendment revises responses to questions #2 and #5 from Amendment #1 and updates Attachment 5 regarding cost assumptions for international and domestic shipping.

The anticipated scope of work correlates directly to clinical research sites within four clinical trial networks: ACTG (70 total sites, 38 international and 32 domestic), HPTN (39 total sites, 23 international and 16 domestic), IMPAACT (27 total sites, 20 international and 7 domestic), and HVTN (25 total sites, 13 international and 12 domestic). International sites operate in 16 countries including South Africa, Malawi, Vietnam, Kenya, Thailand, Brazil, and Mexico. Study products must reach sites within 1 to 5 days. The contract is a cost-reimbursement, term/level-of-effort (LOE) type requiring delivery of 27 full-time equivalents (FTEs) annually for a base period of one year plus six one-year options (seven years total beginning March 16, 2027). Attachment 5 specifies uniform cost assumptions including 20,000 annual shipments (45% international, 55% domestic), repackaging of 78,000 individual study product units annually, secondary labeling of 250,000 units annually across 350 products, and quarterly destruction visits to 150 clinical research site pharmacies located up to 3,000 miles from the central distribution facility. The RFP also includes multiple options for increased level of effort through Options 7-48, with detailed labor category breakdowns and cost assumptions provided for proposal development.

Specifically, please identify (or provide assumptions for) the expected geographic regions\zones countries of performance, the approximate distribution of effort across those regions/zones (e.g., percentage of studies or activities), and any known regulatory or operational constraints unique to those regions/zones. If specific locations cannot be disclosed, please provide standardized planning assumptions (e.g., number of countries by region/zone, study volume per region/zone, and associated logistical considerations) that all offerors should use in developing their proposals.

Revised Response to Question 2: Please reference ‘Attachment 5: Additional Business Proposal Instructions & Uniform Cost Assumptions’ for instructions on ‘Special Shipping, Packaging, and Storage’ cost assumptions. The cost assumptions provided in Section 3 of Attachment 5 are applicable to the Base Period plus Options 1-6.
