About this file
This Award Synopsis details a cost-reimbursement contract for a Nonhuman Primate Core Humoral Immunology Laboratory awarded to Duke University School of Medicine. The contract, numbered 75N93025C00006, was awarded on March 28, 2025, with a performance period from March 30, 2025, through March 29, 2032, and a total estimated cost of $28,340,062. The contract was issued by the National Institute of Allergy and Infectious Diseases (NIAID) under NAICS code 541715 for research and development in physical, engineering, and life sciences.
The government selected a cost-reimbursement contract instead of a fixed-price contract due to the dynamic and science-responsive nature of the work. The decision was based on the need for flexibility in addressing evolving research requirements and the difficulty in precisely specifying and estimating costs for this type of scientific research. The primary point of contact is Christopher Ray, the Contracting Officer, who can be reached at chris.ray@nih.gov. The contract was awarded following Solicitation #75N93023R00012 and will be performed at Duke University's School of Medicine in Durham, North Carolina.

Description: A competitive cost reimbursement, level of effort (term) type contract was awarded, for the period of performance of March 30, 2025 through March 29, 2025 (Base Period), and a total period of performance (including base period and all options) of March 30, 2025 through March 29, 2032. Upon analysis of the type of work and all associated costs involved, a fixed-price type contract was not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy. Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit a relatively dynamic (science responsive and result-driven) requirement into a fixed-price environment. A fixed-price contract would be disadvantageous to the Government, since it does not provide the Government with the flexibility that is needed to responsibly shift with the evolving needs of the requirement.
The award notice is in relation to Solicitation # 75N93023R00012.
