The following questions have been submitted to NIAID AMOB for response. The answers to these questions are provided below.

1. Question: Will there be a site visit?

Answer: No site visit is planned.

2. Question: Will there be a pre-proposal conference?

Answer: No pre-proposal conference is planned.

3. Question: While the majority of work is expected to be performed in Rockville and Bethesda, can you please more specific about how much work will be performed in Frederick, MD and Hamilton, MT?

Answer: Less than 5% of the work is performed in Frederick, MD. Less than 1% of the work is performed in Montana.

4. Question: Are additional task orders expected to be issued or just the ones included in the RFP?

Answer: Additional task order are expected to be issued.

5. Question: Please confirm the POC email for proposal submission

Answer: Proposals must be submitted via e-mail to Christine Illanes at illanescr@nih.gov.

6. Question: It states in the RFP that Technical Proposal should be no more than 30 pages. We kindly request it be 45 pages so we can add an adequate response for each Task Order.

Answer: The page limit is increased to 50 pages.

7. Question: Is a copy of the Reps and Certs required in the submission, or will confirmation that we are registered be sufficient?

Answer: Complete of the Representations and Certifications in System for Award Management (SAM) is required. Per FAR clause 52.212-3 (attached to the RFP), the Offeror shall complete only paragraph (b) of the provision if the Offeror has completed the annual representations and certification electronically SAM.

8. Question: Please confirm that all work will be issued via a Task Order and not through tickets.

Answer: The work is issued via Task Orders, but as described in Section 6. Work Order System on page 5 of Attachment 3: Statement of Work, the work is tracked via e-mails from a Service Center that assigns a unique identifying tracking number. Invoices must reference that unique number.

9. Question: Under attachment 4: actual task order 1, B Statement of Work #3 Options, please clarify what the Government intends to do the Optional Quantity Increase One and Two. How will the option quantities will work?

Answer: For the task orders that include option quantities, should the need arise to increase the number of service calls, then the option will be exercised. For example, one task order base award includes up to 45 service calls for appliances. If that quantity is fully used and additional service calls are required, the option to add an additional 45 appliance service calls would be exercised.

10. Question: On pg 92 FSOB Support it state these positions must be filled with certify facility managers Project Manager – CMF required, Planner Estimator – CFM required. On pg 98 Key Personnel it does NOT state that these positions require certified facility managers. Onsite Program Manager – No CFM required. Please confirm. Project Manager/Office Manager – No CFM required. Please confirm.

Answer: Please include both positions, CFM required and CFM not required, in your response.

11. Question: Can you please provide the incumbent contract number?

Answer: HHSN272201700054I (original award); 75N93021P00821 (bridge award)

12. Question: On the pricing sheet, under Material Category, it lists Signage, temporary. Can you please provide some more detail on what we are supposed to price for this?

Answer: The pricing sheet is provided with examples only. The Contractor is to fill in the labor, material, and equipment categories and unit costs that they are proposing. If any of the listed equipment or materials is not required under your proposal, it should be removed from the pricing sheet.

13. Question: Attachment 4 mentions pricing up to 45 service calls for appliances, 30 service calls for doors, 90 service calls for furniture, etc. Is a “service call” a site visit from a subject matter expert to diagnose the problem and work with the estimator to create a price to repair the problem?

Meaning we are not to price any material or actual repair at this time?

Answer: The pricing for each service call must include the total cost for the call, inclusive of all labor and materials. If there are costs that are not included in the service call proposal price, for example a limit to the total price of materials, then those exclusions should be noted.

14. Question: On page 69 of the solicitation, Section 4 Schedule, states to provide a schedule. Please confirm this requirement is only for task orders after contract award.

Answer: To clarify, please provide a schedule for completion of the work and delivery of items specified in the statement of work of each sample Task Order as stated under TECHNICAL PROPOSAL INSTRUCTIONS Section 1. Technical Discussions, subsection a. Statement of Work, paragraph 4. Schedule on page 69 of the solicitation.

15. Question: Starting on page 68 of the solicitation, Section B Technical Proposal Instructions, says the technical discussion included in the technical proposal should respond to the items set forth below (example Section 1 Objectives, Section 2 Approach, Section 3 Methods, Section 4 Schedule, Section b Personnel, Section 2 Other Considerations etc.). Attachment 8, Technical Proposal, provides another set of technical proposal instructions which are very similar to the instructions that start on Page 68 of the solicitation. The two technical proposal instructions (instructions starting on Page 68 of the solicitation, and instructions in Attachment 8) are very confusing and most of the requested information seems to overlap. Question: Please confirm if the Offeror is to present their technical proposal in accordance with the outline as presented in Attachment 8 (example Section 2 Technical Proposal Overview, Section 3 Technical Plan/Approach for Each Task Area etc.), while incorporating the technical proposal instructions starting on page 68 of the solicitation (example Section 1 Objectives, Section 2 Approach, Section 3 Methods, Section 4 Schedule, Section b Personnel, Section 2 Other Considerations).

Answer: As stated in the solicitation in ATTACHMENT 8: ADDITIONAL TECHNICAL PROPOSAL INSTRUCTIONS, FORMAT FOR TECHNICAL PROPOSAL, and TABLE OF CONTENTS, “It is strongly recommended that offerors use the following template as the Table of Contents for the Technical Proposal. All information presented in the Technical Proposal should be presented in the order specified below. These additional Technical Proposal instructions reflect the requirements of the solicitation and provide specific instructions and formatting for the Technical Proposal. While Section L of the solicitation provides a generic set of Technical Proposal instructions applicable to all NIH solicitations, these instructions are tailored to the specific requirements of the RFP. The information requested in these instructions should be used to format and prepare the Technical Proposal and should be used as a Table of Contents for your Technical Proposal. Offerors should follow the instructions in Section L of the solicitation, and include the information requested here.”

16. Question: Please also confirm only 1 technical proposal is required, and not 5 technical proposals

(1 for each of the four task orders (4 total), and 1 for the base contract).

Answer: Five (5) technical proposals are required. The proposal must provide one technical proposal that covers the requirements of the IDIQ SOW and also distinct technical proposals that address the requirements of the four included task orders. The technical proposals must be clearly divided, with each technical proposal able to be evaluated based on its content. For example, the technical proposal for Task Order Three: Irregular & Emergency Work should be capable of being evaluated against the Statement of Work for that task order and should not be commingled with any proposal information for other work.

17. Question: Attachment 8, Technical Proposal Table of Contents, states separate technical proposals are required for each of the four task orders and the base contract SOW. Please confirm only 1 technical proposal is required, and not 5 technical proposals (1 for each of the four task orders (4 total), and 1 for the base contract).

Answer: Five (5) technical proposals are required.

18. Question: In the solicitation Page 57, Section 12 Past Performance Information, says to include the information in the Business Proposal. Attachment 9 doesn't reference a section for past performance. Please confirm Section 12 Past Performance Information is to be answered in the Business Proposal.

Answer: Yes, the past performance information required by Section 12 should be included in the Business Proposal.

19. Question: The solicitation mentions completing the form NIH 2043, but the form can't be located in the 149 page solicitation document. Please provide.

Answer: This form can be located at http://oamp.od.nih.gov/sites/default/files/ DGS/contracting-forms/NIH2043.pdf.

20. Question: Subject Matter Expert. Please define as this can be interpreted at various levels. From laboratory containment facility maintenance to epidemiologist.

Answer: Provide information on Subject Matter Experts that are part of the proposal and which the Contractor anticipates being required for performance of the contract. A subject matter expert, or SME, is a "person with bona fide expert knowledge about what it takes to do a particular job.”

21. Question: Off-site storage. Is there a required distance from HQ that this may be within? If not, how is the cost for transportation to be accounted for?

Answer: No, there is no minimum required distance. The Off-site storage is for the Contractor’s convenience in meeting the requirements. Proposals must reflect the full cost of replacing the off-site storage currently included in the even the Government no longer elects to provide the space.

22. Question: Equipment. Is the transportation equipment shown to supplement the current Move

Relocation Contract NIAID holds now?

Answer: No, the equipment shown is not to supplement another contract. The pricing sheet is provided with examples only. The Contractor is to fill in the labor, material, and equipment categories and unit costs that they are proposing. If any of the listed equipment or materials is not required under your proposal, it should be removed from the pricing sheet.

23. Question: Water Truck/Dust Control. Are we to anticipating base building construction? Is there a location this equipment will be used for?

Answer: No, this contract will not include any building construction. The pricing sheet is provided with examples only. The Contractor is to fill in the labor, material, and equipment categories and unit costs that they are proposing. If any of the listed equipment or materials is not required under your proposal, it should be removed from the pricing sheet.

24. Question: Regarding page 82 Task 7 - Housekeeping and Moving. It appears this is similar to the current Move Relocation contract. Are there plans to merge both contracts in the near future?

Answer: No, there are no plans to merge both contracts in the near future.
