Introduction
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) small businesses, HUBZone small businesses, service-disabled veteran-owned small businesses, 8(a) small businesses, veteran-owned small businesses, woman-owned small businesses, or small disadvantaged businesses classifications; and (3) size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.
Information submitted in response to this notice will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
An organization that is not considered a small business under the applicable NAICS code 541714 should not submit a response to this notice.
A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government.
Responses submitted must indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC.
Background
Research supported and conducted by the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS), strives to understand, treat, and ultimately prevent the myriad infectious, immunologic, and allergic diseases that threaten millions of human lives. The NIAID Division of Microbiology and Infectious Diseases (DMID) supports extramural research to control and prevent diseases caused by virtually all infectious agents. This includes basic and applied research to develop and evaluate therapeutics, vaccines, and diagnostics that are funded through a variety of research grants and contracts, as well as the evaluation of new and improved vaccine and therapeutic candidates in clinical trials and studies. In addition to maintaining this robust basic and applied research portfolio, NIAID’s mandate further requires the ability to rapidly respond to new and emerging disease threats.
Purpose and Objectives
DMID has a requirement to establish an Influenza Data Processing and Communication Center (iDPCC) in support of NIAID’s Centers of Excellence for Influenza Research and Response (CEIRR) Network. The CEIRR RFP can be found at here.
The iDPCC would be a re-competition of the current Centers of Excellence for Influenza Research and Surveillance (CEIRS) Data Processing and Coordination Center (DPCC) contract # HHSN272201400026C, which was awarded in 2014 to Digital Infuzion.
Project requirements
The objectives of the DPCC original award were: data collection, management, and quality control; website development and access; study communication, collaboration, and reporting; training and technical assistance; and data tracking and reporting.
The iDPCC will maintain an emphasis on data processing, coordination, and reporting. The iDPCC will also include responsibilities to function as a central communication resource for the CEIRR Network and other NIAID Universal Influenza Vaccine programs and resources.
These responsibilities will include extensive outreach to the broad scientific community to publicize NIAID’s influenza research programs and facilitate access to influenza reagents and resources generated by the programs.
All projects carried out under resultant contracts must be conducted in a manner consistent with all applicable Federal regulations and the DMID, NIAID, NIH and DHHS policies and guidelines for the conduct and oversight of research involving human subjects.
Anticipated period of performance
The anticipated start date is on/or about December 31, 2020 with a one-year base period and six (6) one-year Option periods all accounting to 10.4 FTE each, Options for increased level of effort up to an additional 10 FTE annually, as well as Options for small-scale Collaborative Analytics Projects.

Capability statement / information sought
Sources must have the expertise, personnel, and facilities to meet the requirements of the project stated herein. Tailored capability statements submitted as a result of this notice must demonstrate the organization’s qualifications and experience, specifically providing evidence as to the organization’s capability to perform the requirements stated herein, with particular attention to the following:
Ability to maintain and operate secure state-of-the-art computer-based systems that provide appropriate tracking, processing, coordination, and analysis of data collected, generated, and processed by the NIAID Centers of Excellence for Influenza Research and Response (CEIRR). Ability to function as a central communication/outreach resource for the CEIRRs and other NIAID Universal Influenza Vaccine initiatives to provide access to NIAID-generated resources for the broader scientific community. Ability to provide established facilities, infrastructure, equipment, qualified personnel, and all necessary resources and services for archiving, analyzing, updating, and maintaining genomics, surveillance, reagents, and other types of research data from the CEIRRs sites and for the reporting and submission of such data to appropriate, publicly accessible databases with the responsibility for carrying out the following functions:
a) Transfer of data, resources, and contract-generated materials from prior Data Processing and Coordination Center contract.
b) Data collection, management, and quality control of all study data generated by the CEIRR Network.
c) Communication, outreach, collaboration, and coordination of CEIRR Network activities to include publicizing network-generated influenza data and resources and facilitating collaboration between CEIRR sites and other investigators.
d) CEIRRs site training, assessment, and technical assistance to support the data submission and management of data by site staff.
e) Project Management, integration, and coordination of all iDPCC contract activities.
f) Support all data tracking and reporting needs of the CEIRR Network, as directed by the Contracting Officer’s Representative (COR).
Page Limitations:
Interested qualified small business organizations should submit a tailored Capability Statement not to exceed five (5) pages, excluding resumes. Capability Statements must not include links to internet web site addresses (URLs) or otherwise direct readers to alternate sources of information. Font size must be 10 to 12 points. Spacing must be no more than 15 characters per inch. Within a vertical inch, there must be no more than six lines of text.
Print margins must be at least one-inch on each edge of the paper. Print setup should be single-sided on standard letter size paper (8.5 x 11" in the U.S., A4 in Europe). All proprietary information should be marked as such.
