About this file
This amendment to a Request for Proposals provides clarification regarding multiple award indefinite delivery/indefinite quantity contracts for preclinical and translational vaccine development support. The National Institute of Allergy and Infectious Diseases intends to award base contracts to multiple contractors for each of seven task areas, including product storage and shipping, safety and immunogenicity studies, feasibility assessments, analytical characterization, process development and manufacturing, fill-finish and packaging, and scientific and regulatory services. Task orders will be cost reimbursement or firm fixed price. Proposals are due by August 14, 2020. Base contract awards are anticipated to occur on or about June 9, 2021. Task Area G for small business concerns is set aside. The amendment responds to questions about the contract structure and small business subcontracting plans.

AMENDMENT #2, RFP No. 75N93019R00023 2
PLEASE NOTE: The due date for receipt of questions related to this RFP has passed. The date was set so that we could answer questions to allow for timely submission of contract proposals. The due date for submission of proposals remains unchanged.
QUESTION 1: From the RFP instructions it is unclear if the Government intends to award a single IDIQ contract per respondent with potentially multiple Task Areas under that single IDIQ, or if the Government intends to award a separate IDIQ contract to each respondent for each separate Task Area proposed.
RESPONSE: In response to the above question, the Request for Proposals, Part IV, Representations and Instructions, Section L, Instructions, Conditions and Notices to Offerors, Paragraph 1.d., Contract Type and Number of Awards, subparagraph 1, is hereby revised to provide clarification and to read as follows:
1. It is anticipated that multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be made from this solicitation and that the awards will be made on/about June 9, 2021. It is anticipated that NIAID will award Base contracts s to multiple contractors. For offerors who qualify for awards in multiple Task Areas, one Base contract will be awarded and will include the multiple Task Areas.
QUESTION 2: If the IDIQ award is for each Task Area, does this mean that a separate Small Business Plan must be submitted for each Task Area as well?
RESPONSE: As stated above, one Base contract will be awarded, and the offeror is required to submit only one (1) Small Business Subcontracting Plan.
