Questions and Answers Solicitation 75N92025R00003
National Gene Vector Biorepository
1. Can the proposal deadline be extended to January 24, 2025? Proposals are due by 3:00 PM EST on 1/10/2025.
2. Are there page limitations or formatting requirements? The following page and formatting limitations apply: Font size must be 10 to 12. The technical proposal shall not exceed 30 pages. This page limitation does not include the cover sheet, table of contents, resumes, schedule, cost information, past performance and literature cited. Appendices shall not exceed 50 pages. Pages exceeding the limitations will be deleted and will be neither read nor evaluated. Each page of the technical proposal must be numbered sequentially. Offerors are encouraged to limit the overall size of the technical proposal, inclusive of appendices, attachments, etc. Although the business proposal does not have a page limit, offerors are encouraged to limit its content to only those documents necessary to provide adequate support for the proposed costs.
3. Attachment 8 - “Offerors shall include a separate section in their technical proposal for their response to Task Order One (1) for Task Area A Core Administrative Tasks… Offerors shall include a separate section in their technical proposal for their response to Sample Task Order Two (2) for Sample Task Area B Core Laboratory Activities.” Does there need to be a separate response to the Base IDIQ task areas and each task order? If so, can the task orders refer back to the Base IDIQ section to avoid redundancy? Offerors must submit a proposal for Task Order 1 for Task Area A and a proposal for Task Order 2 for Task Area B. No proposal is to be submitted for the IDIQ contract.
4. On the Solicitation pdf - there is page 106 then the next page does not have a number (it lists Section J info) then goes to page 109. Is there a 107 or 108? No pages are missing.
5. In section J (the Attachment pdf) the pages seemed not be in order. There are no page numbers but if I go in chronological order then I believe page 54 is continued on page 64, page 55 is continued on page 62 and 63, then 56 on page 60 and 61. Is that correct? Yes. Page 54, Annual Representations and Certifications, is continued on pages 64 - 69. Page 55, Task Order (TO) Request for Proposal Task Order One (1) for Task Area A, is continued on pages 62
- 63. Page 56, Sample Task Order (TO) Request for Proposal Task Order Two (2) for Task Area B, is continued on pages 60 - 61.
6. I need help with Page 57 Additional Technical Proposal Instructions (Attachment 8). It refers back to Attachment 6, and on page 2 of Attachment 6 ( on page 62 of the document) it refers to Attachment 15 - but I thought we were not to use $ in the tech proposal - are we supposed to use the table that is on page 59 of the document? Attachment 15, Breakdown of Proposed Costs, is to be submitted with the Business Proposal. Attachment 10, Technical Proposal Cost Information/Summary of Labor and Direct Costs, on page 59 is to be submitted with the Technical Proposal.
7. Also, there are lots of references throughout the document to Attachment 15 but I searched and couldn't find anything labelled Attachment 15. Attachment 15, Breakdown of Proposed

8. Can offerors submit proposals responding to only one task area (i.e. Task Area B. Core Laboratory Activities), or do offerors have to address both task areas in their proposals?
Offerors must propose for both Task Areas.
9. Would the government be willing to have a resultant contract type of Fixed Price per unit for this solicitation? The Government plans to award an IDIQ contract and issue cost-reimbursement type task orders.
10. Page 14 “The Contractor (and/or any subcontractor) must submit a roster by name, position, e-mail address, phone number and responsibility, of all staff working under this acquisition where the Contractor will develop, have the ability to access, or host and/or maintain a government information system(s).” Does the NGVB website (www.ngvbcc.org) qualify as a government information system? We do not believe it does. Even though the contractor will maintain a website, there may be potential needs to have access to sensitive data that require the roster.
11. Page 16 - c. Sanitization of Government Files and Information. What is considered government files? We maintain GMP and GLP reports and worksheets in compliance with FDA regulations.
These would need to be maintain after the funding period ends, and are reports given to the investigators seeking NGVB support. We want to clarify that IU will continue to maintain the records/reports as FDA requires maintenance and availability for auditing. There may be potential needs that will require inclusion of this language.
12. Page 38 ii – better clarification as to whether we are seen as “Operate a Federal System Containing Information”. This clause is required for all procurements which require information security. Per the presolicitation review which was conducted by NHLBI’s Information Systems Security Officer, information security is applicable to this requirement.
13. Page 59. Samples submitted to NGVB for testing or storage are deidentified. So please explain the following statement “This contract requires the Contractor to perform one or more of the following: (a) Design; (b) develop; or (c) operate a Federal agency system of records to accomplish an agency function in accordance with the Privacy Act of 1974 (Act) (5 U.S.C.
552a(m)(1)) and applicable agency regulation”. This language applies because of the PII that will be involved.
14. I believe the GTRP is no more, is this still relevant? Yes, this is still relevant, for the Gene Therapy Resource Program (GTRP) will be moved under the NHLBI Catalyze Program.
15. Contract Expiration – do you want a budget now? Yes, please provide this as a separate budget.
