The Information Technology Applications Center (ITAC) is a branch of the Office of Management of the National Heart, Lung, and Blood Institute (NHLBI).
This task order seeks to continue previous efforts to implement foundational reporting and analysis tools, including, but not limited to, the creation and implementation of QlikView Data (QVD) files for developing dashboards for specific scientific and administrative needs. The Institute is currently developing dashboards in QlikView/Qlik Sense and intends for this task order to deploy dashboards to production for business users to use in areas including, but not limited to, scientific, grants, contracts, finance, research portfolio, clinical research data, and human resources across the Office of the Director, Extramural and Intramural programs.
The proposed period of performance for this effort is from July 21, 2019 through January 20, 2020.
a. Acquisition purpose and objectives. The purpose of this acquisition is to issue a six (6) month logical follow-on task order to the incumbent contractor, Booz Allen Hamilton Inc., to complete ongoing efforts to implement foundational reporting and analysis tools.
b. Project background.
The NHLBI is engaging in a major overhaul of many of the systems that support the Institute’s mission, including the systems that support both the extramural and the intramural scientific programs. The Institute has determined that use of Qlik is required for reporting on scientific and administrative systems.
Existing reports are currently being re-platformed from SAP Business Objects to Qlik under the current task order. The new short term task order will allow time for enhancements to these re-platformed reports based on user feedback, as well as the development of reports and dashboards to fulfill additional high-priority enterprise reporting and analytics needs.

4. Identification of the justification rationale [see 8.405-6(a) and (b)] and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
a. Acquisition authority.
X This acquisition is conducted under the authority of the Multiple Award Schedule Program. Consideration of schedule contractors will be restricted to fewer than the number required by Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C).
❑ This acquisition is conducted under the authority of the Multiple Award Schedule Program. Consideration of schedule contractors will be restricted only to the item peculiar to one manufacturer as provided in FAR 8.405-6(a)(2).
b. Demonstration of the proposed contractor(s) unique qualifications to provide the required supply or service.
• Name and address of the proposed contractor(s).
Booz Allen Hamilton, Inc.
8283 Greensboro Drive McLean, VA 22102
• Nature of the acquisition and proposed contractor(s) unique qualifications. The proposed acquisition is a six (6) month follow-on task order to complete ongoing efforts to implement foundational reporting and analysis tools. The proposed contractor is the incumbent who initiated the implementation of the tools. In the interest of economy and efficiency, this work is a logical follow-on. The current team is well established with the tools, processes, and teams that are required to support the requirements in the SOW. Bringing on a new team will not only delay NHLBI’s ability to deploy important reporting capabilities to our user base, but will also introduce risk in schedule and cost as a new team will need to be trained from the ground up on NHLBI specific processes and team dynamics, and deep knowledge of customer needs. Contracting with a new team would require a contract/order with a much longer period of performance to account for the learning curve, increasing both cost and the ability to get information to our users in a timely manner.
5. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).
By placing an order against a schedule contract (current ITAC BPA) using the procedures in FAR 8.405, the ordering activity CO has concluded that the order represents the best value (see FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. Furthermore, additional discounts will be sought before placing an order in accordance with FAR 8.405-4.
In accordance with 8.405-2(d), Evaluation, the price evaluation will be conducted by the CO and Project Officer by considering the level of effort and the mix of labor proposed to perform the work is appropriate, and by determining that the total price is reasonable. The resultant task order will be a firm-fixed price contract using historical data for previous similar efforts. The Government will rely on labor categories and rates consistent with the Contractor’s Federal Supply Schedule with similar discounts to those provided under the current Blanket Purchase Agreement to ensure the proper discounts are sought.
6. Description of the market research conducted among schedule holders and the results, or a statement of the reasons market research was not conducted. Market research for this logical follow-on was not conducted because the task order will be awarded to the incumbent contractor in the interest of economy and efficiency. No other vendors are able to complete the efforts initiated under the previous contract without duplication of costs and efforts as well at the potential project delays that would occur.
7. Any other facts supporting the justification. None.
8. Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
a. Removal of barriers to competition. . NHLBI expects that the scope of this requirement will change once the systems changes are executed, and the future requirement will be competed under the new ITAC BPA, another vehicle, or a combination in order to ensure NHLBI is presented with the optimum reporting capabilities for their needs.
b. Listing of sources, if any, that expressed an interest, in writing, in the acquisition. None.
9. Program office certification.
