(16) Description:

(i) This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 7592018Q0061 and the solicitation is issued as a request for quotation (RFQ).

(iii) The solicitation document, the incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-97 effective 01/24/2018.

(iv) This solicitation is not set aside. The associated NAICS code is 541519, Other Computer Related Services and the small business size standard is $27.5M. This acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13.

(v) It is anticipated that there will be t (2) contract line items. The description to follow in section vi describes item quantities.

(vi) The contractor requirements are listed below:

The vendor shall provide:

· Support Subscription: LIMS 24/7 with Modules.

· 12 Months Live Software Support by Phone, Email, Online

Services, Version Updates;

· Annual fee to cover upgrade to next major revision during performance period;

· Covers All user Production licenses and all user Test license owned by UDP;

· Covers hardware purchased and supported by RURO;

· System Upgrades: LIMS 24/7 and Modules;

· Annual fee to cover upgrade to next major revision during performance period for LIMS 24/7 and Modules;

· Can be applied to any and all user Production licenses and ALL user Test license owned by UDP

(vii) Period of Performance:

Base Year: 12-Months Upon Award

(viii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.

(ix) FAR clause 52.212-2, Evaluation – Commercial Items is applicable to this acquisition. A sole source award shall be made to the responsible Offeror whose offer conforms to this RFQ.

(x) Please include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications – Commercial Items, with all offers. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (p) of this provision.

(xv) Offers shall be submitted via the FedConnect web portal (www.fedconnect.net). The due date for receipt of offers is February 7, 2018, 7:30 a.m. Eastern Time, quote must include the following:
