About this file
This Statement of Need (SON) details a procurement for the National Institutes of Health (NIH), National Cancer Institute (NCI) Clinical Pharmacology Program. The requirement is for a Powerex SET2257 Air Compressor System, which will be a firm fixed-price purchase order. The air compressor system is critical for supporting the operation of five mass spectrometers and a PEAK Scientific Infinity 5060 nitrogen generator, ensuring continuous and reliable performance of bioanalytical instruments used in preclinical and clinical cancer research studies.
The specific procurement includes one Powerex Enclosed Quiet Oil Free Scroll Air Compressor (69.3 cfm, three-phase) with detailed technical requirements, such as variable-pump-drive control logic, dry contacts, adjustable slide base, air-cooled aftercoolers, and a water/liquid separator with automated float drain. The system must meet precise specifications, including a compact design (42" x 34" x 62"), 22 HP with three 7.5 HP oil-less scroll compressors, noise levels under 65 dBA, and no oil requirement. Delivery is expected within four weeks of award, with installation to occur within one week of delivery at the NIH/NCI facility in Bethesda, MD. The contractor will also provide on-site training and offer a 12-month warranty covering parts, materials, labor, and potential travel expenses for repairs.

STATEMENT OF NEED (SON)
1.0 TITLE
Procurement and Installation of One (1) Powerex SET2257 Air Compressor System
2.0 BACKGROUND
The Clinical Pharmacology Program (CPP) at the U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI) Center for Cancer Research (CCR), provides pharmacokinetic services to all preclinical and clinical studies within CCR of the NCI. Continuous and reliable operation of CPP’s bioanalytical instruments is essential to enable selective and reproducible detection and quantitation of small molecule anti-cancer drugs involved in clinical trials at the NCI. Understanding the kinetics of drugs (pharmacokinetics) allows physicians to optimize not only to amount of drug given, but also the frequency of dosing in order to maximize efficacy while minimizing toxicity.
CPP requires delivery and installation of a new Powerex SET2257 air compressor system. This compressor system, to be coupled with refrigerated air dryer, is necessary to generate high-pressure air to deliver to the existing PEAK Scientific Infinity 5060 nitrogen generator which purifies nitrogen into 99.95% pure gas. The new air compressor system must be consistent and reliable to ensure appropriate operation of the existing nitrogen generator and the five mass spectrometers at CPP. The Powerex air compressor system will ensure continuous operation of CPP’s instruments, decrease instrument downtime, optimize turn-around time for analyses, and better serve the mission of the
CPP.
