About this file

This document is a pre-solicitation notice of intent to sole source from the National Institutes of Health (NIH), National Cancer Institute (NCI), for Olink Explore 3072 analysis services. The NCI/CCR/Pediatric Oncology Branch requires normalized expression data from multiplexed immunoassays using the Olink Explore 3072 platform to investigate potential circulating protein biomarkers for early disease detection of malignant peripheral nerve sheath tumors. The services will be procured on a sole source basis from Olink Proteomics, Inc., the manufacturer of the proprietary Olink Explore 3072 platform and associated PEA technology. Interested parties may submit capability statements by July 20, 2023 to be considered, however the requirement is expected to be filled non-competitively due to Olink being the only provider that can meet the specialized needs of the biomarker research. The notice includes a statement of work with further details on the nature and purpose of the analysis services sought.

Title: Olink Explore 3072 Analysis Services for NCI/CCR/POB

Document Type: Pre-solicitation Notice of Intent to Sole Source Solicitation Number: 75N91023Q00109 Posted Date: 7/10/2023 Response Date: 7/20/2023

Classification Code: Q301 – Medical – Laboratory Testing

NAICS Code: 541380 – Testing Laboratories and Services

Issued By:

National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions (OA)

Description:

The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) Pediatric Oncology Branch (POB) requires normalized expression data from multiplexed immunoassays, using the Olink Explore 3072 platform.

The Office of Acquisitions (OA) plans to procure, on a sole source basis, data analysis services from:

Olink Proteomics, Inc.

130 Turner Street Waltham, MA 02453

SAM UEID: LY8PXLZYEXL7

The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1).

This acquisition will be processed under FAR Part 12 and will be made pursuant to the authority in FAR 13.106-1(b)(1) and, in accordance with FAR 13.501, is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 541380 – Testing Laboratories and Services; and the small business size standard is $19 million.

The National Institutes of Health (NIH), National Cancer Institute’s (NCI’s) Center for Cancer Research (CCR), Pediatric Oncology Branch (POB) is dedicated to improving outcomes for children and young adults with cancer and genetic tumor predisposition syndromes. Malignant peripheral nerve sheath tumors (MPNST) are aggressive cancers with a poor prognosis, and screening for malignant transformation is challenging. MPNST, in the setting of neurofibromatosis type 1 (NF1), frequently arise from within their benign plexiform neurofibroma (PN) or pre-malignant atypical neurofibroma (AN) precursors. Earlier definitive detection would improve clinical outcomes by enabling patients to receive therapeutic intervention while disease burden is still minimal. POB is in the process of investigating potential circulating protein biomarkers for early disease detection.

This acquisition is a new requirement for the expansion and validation of previous pilot data results conducted on panel Olink Explore 1536, Task Order 75N91022D00001/75N91022F00001.

This acquisition is to acquire data analysis services, using the Olink Explore 3072 platform.

Olink Explore 3072 is a high-throughput protein biomarker platform. Olink Proteomics, Inc.

specializes in protein biomarker platforms to facilitate analysis. The NCI/CCR/POB is in the process of investigating potential circulating protein biomarkers for early disease detection of malignant peripheral nerve sheath tumors (MPNST). The NCI/CCR/POB relies on these specialized biomarker platforms for data normalization.

NCI/CCR/POB shall use the Olink Explore 3072 platform to provide normalized expression data from multiplexed immunoassays, thus enabling POB to describe the secreted proteome of NF1 associated PN, AN and MPNST in clinical plasma samples. This work is critical to the ongoing research. Any variation in the data analysis, from potential alternative service providers, will create an unacceptable risk for the Government.

The Olink Explore 3072 platform is a form of Olink Proximity Extension Assay (PEA) Technology. Olink PEA Technology is proprietary to Olink Proteomics, Inc., which is the manufacturer and distributor. To NCI’s knowledge, Olink does not license third party resellers of their services; therefore, Olink is the only provider that can meet the Government’s needs at this time.

This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Responses must be received no later than 3:00PM EST, July 20, 2023. All responses and questions must be in writing and emailed to Lena Lee, Contract Specialist, via electronic mail at lena.lee@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov. Reference: 75N91023Q00109 on all correspondence.

***Please reference the attached Statement of Work for more details pertaining to the nature of the work to be performed.***

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate.

Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
