BACKGROUND
The National Cancer Institute (NCI), Pediatric Oncology Branch (POB) requires an upgrade for a Government Owned BD Biosciences Fortessa flow cytometer, Serial Number H5B300008. This will allow increased ability to detect cell surface markers on individual cells which will save reagents and time. The upgrade shall be compatible with the existing Government Owned BD
Biosciences Fortessa and current research protocols. The POB requires this Fortessa upgrade to support the ongoing clinical and basic research in the branch by providing cell phenotype data for both research and clinical samples from ongoing clinical trials. As newer markers are increasingly being incorporated to identify specific cell populations of interest from both basic and clinical samples, the POB will need a flow cytometer with the ability to detect more than eight (8) markers in a sample. By adding additional lasers and filter sets in the Fortessa upgrade, the NCI’s equipment will be able to detect 14 colors simultaneously; thus, allowing the NCI to use less samples (particularly important for clinical samples which are limited).
PRODUCT FEATURES/SALIENT CHARACTERISTICS
The upgrade shall provide the following product features/salient characteristics required for this requirement:
1. Must be compatible with existing BD Fortessa, Serial Number H5B300008 in the POB and allow for the ability to detect 14 fluorescent colors simultaneously.
2. Must provide 561 nm laser that will allow for the excitation of red and infrared fluorescent markers such as PE, PE-TxRed, PE-Cy5, PE-Cy5.5, PE-Cy7.
3. Must provide detectors and optics for the 628 nm laser that will allow for the excitation of red and infrared fluorescent dyes such as APC, AlexaFluor 700, and APC-Cy7.
4. Must have appropriate filter sets to allow for 14 color detection including red, green, blue, and ultraviolet excitable fluorescent markers.
5. Must have appropriate electronics and photomultiplier tubes to support the new lasers and filter sets.
6. All upgrade parts must be of proven design and reliability.
7. All shipping, delivery and installation costs must be included in the quote. NCI will not be responsible after award is made, if shipping costs are not included.
8. Coordination of delivery and installation with the NCI Technical Point of Contact (TPC).
DELIVERY / INSTALLATION
The Contractor shall deliver the item(s) within 90 days after award to:
National Cancer Institute 10 Center Drive Bethesda, MD 20892
PAYMENT
Payment shall be made once delivery and installation of equipment, and upon Government acceptance. Payment authorization requires submission and approval of invoice to the NCI TPC and NIH Commercial Accounts.
BASIS OF AWARD
The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quote. The Government reserves the right to make an award without discussions.
