About this file
This document is a Standard Form 30 (SF-30) amendment to a federal solicitation for online education services for Unity Healing Center. Amendment 0002, dated 05/27/2025, updates the original solicitation (75H71525Q00031) with clarifications about the online education program requirements. Key details include responses being due on 6/25/2025 at 5:00 PM ET, and the amendment incorporating questions and responses from potential vendors.
The amendment reveals specific requirements for the online education program, including accreditation needs (SACSCOC or Cognia), compliance with North Carolina state educational standards, and program specifics such as a 5%/95% live/self-paced learning ratio. The program will serve approximately 8 residents per year, aged 13-17, with a minimum of 10 education hours per week. The solicitation seeks a virtual curriculum provider that can accommodate flexible scheduling, potentially unique course needs, and provide basic staff training. Pricing is anticipated to be per student, with payment typically made once per fiscal year.

o What specific accreditations or approvals must the online curriculum hold to ensure credits are accepted by students’ schools of record and meet North Carolina state standards?
SACSCOC is a regional accrediting agency that specifically accredits curriculums in the Southern region of the United States, and it also accredits online institutions that offer high school programs. In North Carolina, Cognia accreditation for online education credits at the middle and high school level signifies that the online school meets certain quality and rigor standards, as determined by Cognia. Either is good.
o Are there additional requirements for NCAA eligibility or state board approvals?
No o Which North Carolina state standards and courses are mandatory for your residents?
The Standard Course of Study outlines mandatory content standards for all public schools in NC. This includes English Language Arts, Mathematics, Science, Social Studies, Healthful Living, Arts Education, and World Languages.
o Are there requirements for Advanced Placement, career electives, or any state-specific courses?
North Carolina has specific course requirements within the FRC for subjects like English, Math, Science, and Social Studies.
o What is the preferred balance between live instruction and self-paced learning?
5%/95% We have a teacher on site.
o How should the curriculum accommodate students with Individual Education Plans (IEPs) or special needs?
Teacher on site will develop the plan.
o What is the typical daily schedule for residents, and how much flexibility is required to accommodate treatment plans and varying age groups?
Flexibility is a requirement. Students will spend minimally 10 hours per week with education.
o How frequently do residents enroll or exit, and how should course access be managed for rolling admissions?
We may have approx. 8 residents per calendar year. They normally stay for 90 days.
o Will your staff require training to support the virtual platform?
Yes o What level of ongoing support do you expect from the provider?
In the past, ongoing support has been minimal. Once the staff are familiar with the program, they do not regularly need support.
o Are there expectations for student-to-teacher ratios or minimum qualifications for virtual instructors?
No, our cohorts are small – normally 1-3 residents at a time.
o What devices and internet access will residents have?
Residents have access to PCs, MacBooks, and the internet during education time.
o Are there any technology limitations or special accessibility needs we should be aware of?
No, technology is fully supported by the Service Unit.
o Is 24/7 access to courses required for both students and staff, and what technical support hours are expected?
All mentioned, teacher on site should be able to update.
o What are your preferred pricing models (per student, per course, per term) and billing frequency?
Can be per student, but passed experience with online education programs were paid once per fiscal year.
o To confirm our planning, is the anticipated enrollment 16 students in total across all grades, or 16 students per grade?
The minimum age for residents is 13, maximum is 17. Across all grades.
o Would it be acceptable to provide a pre-assessment for the students participating, to better tailor instruction to their individual needs?
Yes, Unity’s teacher normally does a pre-assessment.
o Are there any restrictions or preferences regarding contract structure, renewal, or termination?
See section F(e)(i) of the solicitation document and the phrases and clauses section for details.
o What documentation or references would you like regarding our past performance?
Does your company have reviews? Reference letters are fine. (Contracts for the same or similar services within the last 3 years) o What key criteria will be used to evaluate proposals?
See section F(f) of the solicitation document.
o How will you measure the success of the online education program for your residents?

Provide qualified teachers for each course for student assistance. Provide live training and/or training through webinar(s) for individuals selected Serve as Teacher of record for Instructional Courses. Regularly communicate with students to provide support and re-teaching.
The on site teacher at Unity Healing Center will provide support, communication for the students.
o Please clarify, is the agency expecting anything additional outside of the virtual curriculum such as tutorial support, specialized educational programming/personalized learning (e.g. - 504,IEP,Multi-Tiered Systems of Support, Gifted &Talent)? AND are do you need additional training for the onsite teachers, the virtual course teachers, or none of the above?
