Instructions for Task Orders
Appendix A
Instruction for Task Order Issuance
This contract will be administered by issuing task orders (TOs) for the performance of services.
The following ordering procedures shall apply to all Task Orders issued under this contract. Any supplies and/or services to be furnished under this contract will be ordered by issuance of written TOs as Task Order Request for Proposal (TORP). TOs shall be issued in accordance with FAR provisions and as described below.
Only an authorized Government Contracting Officer can issue a Task Order under this contract.
No work will be performed and no payment will be made except as authorized by a signed TO.
All Task Orders are subject to the terms and conditions of the contract. In the event of conflict between a TO and the contract, the contract will take precedence. All costs associated with preparation, presentation, and/or discussion of the Offeror's Task Order proposal shall be at the Offeror's expense; post award Task Order administration (including applicable personnel cost allocations by TO) shall also be at the Offeror’s expense.
G.1. Task Order Procedures
The Contracting Officer will authorize and sign individually priced Task Orders for services in accordance with the current Statement of Work (SOW). The Task Order process described below represents the procedures for the Tucson Area Indian Health Service. When a requirement within the scope of work for this contract is identified, the contracting officer shall transmit to the contractor a Task Order Request for Proposal (TORFP) which may include the following, as appropriate:
(1) Name and Contact Information
(2) Scope of work/meetings/travel and deliverables
(3) Period of performance/place of performance
(4) Applicable special provisions
(5) Technical skills required; and
(6) Estimated level of effort.
(7) Reporting requirements
Task order technical proposal
By the date specified in the TORFP, the contractor shall deliver to the contracting officer a written technical proposal which provides the technical information required by the TORFP.
Cost Proposal
The contractor's cost proposal for each task order must be fully supported by cost and pricing data adequate to establish the reasonableness of the proposed amounts.
When the contractor's estimated cost for the proposed task order exceeds $100,000 and the period of performance exceeds six months, the contractor may be required to submit a Contractor Spending Plan (CSP) as part of its cost proposal. The TORP indicates if a CSP is required.
Time Allowance for completing the Task Order Request for Proposal
Contractors shall have the opportunity to develop a TO response to the TORP.
Generally, Contractors shall be given 48 to 72 hours to prepare a response outline and rough cost estimate and one (1) week to prepare a written proposal. (Note: The response period may be longer if the circumstances of the individual TO warrant and is so specified in the individual TORP by the Contracting Officer). TORPs will generally be made via email using an email address furnished by the Contractor.
The Contractor shall, for cost/price purposes, use:
The pre-established price information contained in Section B of the contract upon award.
Except where the contract is modified after award, these prices/costs represent the highest rates that the Government will consider and accept during the life of the contract. This does not preclude the successful Contractors at their discretion from proposing lower rates for individual TOs.
Evaluation of the Task Order
The Government will evaluate the Contractor’s Task Order proposal and determine whether or not to award a Task Order accordance with the TORP. If deemed necessary by the Government, the Contracting Officer will enter into oral and/or written communications with the Contractor in order to resolve any clarifications and/or deficiencies.
The resulting Task Order will include a Not to Exceed (NTE) obligation ceiling amount, invoice instruction, required delivery date and necessary contact information for its designated site. Any price or performance related disputes shall be referred to the Contracting Officer.
Task Order Award
The contractor shall perform all work described in the task orders issued by the contracting officer. Task Order include the following:
(1) Statement of work/meetings/travel and deliverables;
(2) Reporting requirements;
(3) Period of performance/place of performance;
(4) Key personnel;
(5) Applicable special provisions; and
(6) Total task order amount including any fixed fee
Task Oder Close-Out
It is the intention of the Government to perform close-out procedures on an individual TO basis.
The Contractor agrees to perform those internal functions necessary to support the close-out process in a timely manner. Task Order close-out will generally occur as soon as period of performance ends for each Task Order.
Once the period of performance ends, all receipts will need to be provided for any supplies or services performed. Failure to provide the documentation may result in returning the unused funds. The government has the right to inspect and test all services called for by the contract, to the extent practicable at all places and times during the term of the contract.
