About this file
This is a Performance Work Statement (PWS) for laundry services at the Western Oregon Service Unit, Chemawa Health Center in Salem, Oregon, issued under RFQ No. 75H71326Q00034. The contractor must provide comprehensive laundry services including personnel, equipment, vehicles, transportation, textile inventory, cleaning supplies, and quality control to process soiled linens and return clean items on a weekly schedule. The service encompasses pick-up and delivery at the facility's exterior door adjacent to the loading dock, with processing performed at the contractor's facility or an approved subcontractor location. The contractor maintains full responsibility for all performance including subcontractor work.
The PWS specifies detailed PAR (Par Level) inventory requirements across thirteen item categories totaling 30,040 units annually, including scrubs in five sizes (small through XXL), dental gowns, patient gowns, lab coats, and dental towels distributed across locker rooms, dental areas, and patient pods. All costs for inventory provision, stock rotation, replacement for normal wear, and maintenance are included in a single annual fixed price with no separate line items permitted. Performance standards require weekly pick-up and delivery completed on schedule with no more than one late/missed service per quarter, returned items clean and dry with zero visible soil or contamination, proper packaging to prevent cross-contamination, complete service records with each delivery, and re-performance of rejected work within two business days at no additional cost. The contract base period runs July 19, 2026 through July 18, 2027, with four optional one-year extensions through July 18, 2031. Invoicing must be submitted electronically through the Department of Treasury Invoice Processing Platform on a weekly or monthly arrears basis, supported by service tickets documenting quantities and exceptions, with acceptance contingent upon PWS and contract compliance.
