REQUEST FOR INFORMATION (RFI) INDIAN HEALTH SERVICES PHASE 1 AND PHASE 2
General Project Questions:
Q1: Can the Bid Date please be extended to 2:00 PM Thursday April 4, 2024?
Q2: Please confirm that there is no Scope of Work for conforming existing Lenel Access Control Equipment in Phase 1 and Phase 2 to FIPS (Existing Lenel Panels and HID Card Readers). No.
Note: If there is FIPS related Scope of Work, please provide a detailed Scope of Work of what is required. (Current Card Readers are not FIPS rated).
Microsoft Active Directory Q3: Is IHS looking for single sign on which is native to Lenel, and/or cardholder synchronization? (Lenel PES will need to be involved with AD Sync & licensing). Single sign on allows users to log into Lenel using their domain credentials. AD sync will allow cardholder data to be automated. The Government have single-sign on for administrators to log on the service.
OnGuard Q4: What OnGuard platform is used at the other locations? If the other locations are not currently Q5: using OnGuard, what type of ACS (access control system) is deployed? The Area Office and Western Oregon (WOSU) are both using Lenel OnGuard.
Q5: What is the current version of OnGuard at each location? Portland Area Office and WOSU are using the same Lenel server. Version is 7.2.236.0. WOSU is using the Lenel Video Suite version 7.2.140.0.
Q7: Will OnGuard be integrated with Milestone? Yes.
Q8: Portland Area Office specification states all existing controllers to get firmware upgrades. Can we bd provided system reports showing current controller counts, model, and firmware version? (RFP section 3; A6) Unknown. Our support contract expired so our support vendor is not available to pull the information.
Q9: Are all 8 facilities currently connected on a WAN/LAN? Yes, all 8 sites are on a WAN/LAN and connected to the IHS Network. But this request is only for 2 facilities.
Q10: How many client stations are connected to the existing OnGuard and video system? How many more will be added? Currently licensed for 5 clients. Only one is station is used through Remote Desktop Connection. #3 IV requests 10 terminal services licenses. Update the wording on the SOW.
Q11: Section 3; E1 states “Doors that must be accessed by IHS and Tribal members cannot be changed to PIV and must remain on previous access control system unless told otherwise by IHS management.” Is there a current outline detailing what locations/areas will or will not be cut over to the new ACS? No changes for doors at the Area Office. WOSU provided a floor plan.
Q`12: Is there any documentation showing what additional configuration/programming will be needed for the remaining 6 sites after phases 1 and 2 are complete? (Section 2; B4) No. The remaining sites are developing their own requests. Requests that will meet each facilities specific needs.
Q13: Is cardholder badge printing used currently? Will it be used? No. PIV cards are provided by our Human Resources. Proximity cards are managed by our Facilities personnel.
Milestone Q14: Will the Milestone system be centrally managed? Area Office and WOSU will their own onsite Milestone servers. The Area Office should have management over all sites. WOSU should management over their site. We currently have Lenel groups that used to provide admin access levels.
Q15: Do any locations require segmentation? Segmentation means that the entities of a single site can be shared with the central database, but the site maintains control over what entities are shared. None at this time. All sites should be centrally managed at the Area Office and the Facility personnel will have access to manage their own sites.
Project #1: Portland Area Office (8th Floor), 1414 NW Northrup St. Suite 800 Portland, OR 97209
Q1: Section 2 Requirements c. Feature Sets: 11 states: Cameras are required to provide 360-degree coverage and allow for celling or wall mount installation.
Given that the needed camera views are to view Entry Doors, it is recommended that we deploy the Axis M4216-V Fixed Dome 4.0 MP Camera for more pinpointed field-of-view and not a 360 Degree Camera. Is this Axis camera model acceptable? If not, please propose new model. We are fine with Axis or equivalent, if Axis M4216-V Fixed Dome 4.0 MP is the recommended model and supported by Lenel. WOSU is currently using Bosch FlexiDome 720p30 cameras.
Q2: Section 2 Requirements c. Feature Sets 13a Data/Video Storage Requirements Storage hardware for recorded footage should be capable of saving at least forty-five (45) days of security footage for each camera, and should be easily upgradeable to accommodate expansion/increased storage capacity.
To build the Milestone NVR, are the following NVR specifications acceptable?
a. Storage 45 Day
b. Record all cameras at Full camera resolution
c. 10 ips (images per second)
d. H.264 Compression
e. Record on Motion
PAO is requesting 45 days of storage. WOSU is requesting 2 NVRs. One with 45 days and the other 60 days. On page 7 of SOW. Full resolution is acceptable. WOSU is currently set at 6 FPS so 10 IPS should be acceptable. Assuming FPS and IPS are setting the same requirement. H.264 compression if acceptable. Record on Motion is acceptable for the Area Office.
Q3: Section 2 Requirements a. Installation Requirements vi states: The Contractor confirms to have sourced all Cisco products submitted from Cisco or through Cisco Authorized Channels only What model of CISCO PoE Switch is the Security Contractor to provide? Also, how many ports? The Area Office switch is a C9200CX-8P-2X2G-A. WOSU also needs a switch. Added to SOW. WOSU will need C9200CX-12P-2X2G-A. See attached spreadsheet for specs.
Q4: Section 2 a. General Requirements v. Warranty states: Warranty for hardware and systems as installed Is a one (1) Year Warranty Parts and Labor Acceptable? No. Need 5 years support for both switches. CON-SSSNT-C9200CXM. See attached spreadsheet for specs.
Q5: Section 3. Phase 1 Portland Office Section a. XII refers to Milestone XProtect.
Which Milestone XProtect Platform is to be deployed? The application should support the Area Office and WOSU to start. Later, six more clinics will be joined. The application should support this setup. Each facility will have onsite Milestone servers.
Note: It is recommended that IHS deploy either Milestone XProtect Professional Plus or Corporate to provide for Lenel Integration with Milestone.
Please note: a Milestone Management Server will be required at the Portland location for managing the remote Milestone Local NVRs (i.e. at Salem) Q6: Milestone Integration with Lenel:
Does IHS Wish to include Milestone Integration with Lenel as part of the current Scope of Work? If so, Lenel/Milestone Integration licensing will be required. Yes include integration and licensing. Added licensing requirement to SOW.
Q7: Section Phase 1- Portland Area Office Subsection a.iv states: Provide 10 Lenel terminal services licenses for remote administration
Is this an error? Should this read 10 Lenel Concurrent Administrative Client Licenses? . We need a license for Terminal services and one should be good. The 10 licenses should cover the client installations.
Note: One (1) Lenel Terminal Services licenses is needed, but it is highly recommended to limit the number of Terminal Services Licenses to one.
Q8: Section 3 Phase 1-Portland Area Office a. ii. States: Upgrade existing Lenel OnGuard Access Control System to current version.
IHS is currently on Lenel ADV Version 7.6 . Lenel ADV is limited to 256 Card Readers and 10 Concurrent Clients. Given that we are looking at adding 10 additional Lenel Client Licenses as part of this RFP and Given FUTURE expected growth of the existing Lenel ACS, does advised that IHS want to Lenel PRO as part of the upgrade to v8.2? Pro is acceptable if Pro licensing provides unlimited to current and future facilities.
Note Lenel PRO provides for unlimited card readers and Concurrent Client Licenses Q9: Section 3 Phase 1-Portland Area Office Subsection b.IDF i states: Install new access control panel and provide a Certified technician for proper installation.
Unless the existing Lenel Panel is a LNL500 or LNL1000, there is no need top replace the existing Lenel ISC Control Panel. Given that the current panel is a Lenel LNL2220 there is no reason to upgrade this panel. Do you agree? Agreed. If currently panels are acceptable then no need to change.
