AMENDMENT TO ANSWER QUESTIONS – 75H71323Q00012 YAKAMA IHS
Q: The Combined Synopsis indication quotations should be for 8010 hours (three officers) and the Statement of Work states "up to" two officers, 40 hours per week each, less holidays. There seems to be a very large gap between the two documents. Can you clarify the total hours that should be quoted?
A: 2080 per FTE, 4160 total hours for Full Time. Relief Employees may be up to 1,000 hours.

Q: The Statement of Work states the officers should be trained to be equipped with a minimum of a Taser and handcuffs. Are the officers permitted or expected to be equipped with a firearm if certified?
A: No firearms even if certified.
Q: With a Taser requirement and to be able to "Apprehend", is this service categorized as a Guard II position under the Wage Determination?
A:
Q: Is this sovereign land under the BIA's jurisdiction?
A: No, a land lease is yet to be put in place. Local Tribal authorities have jurisdiction for the grounds.
Q: Do you require a license as a company, or is it only necessary at the guard level for the State of Washington?
A: No license required from the State of Washington for the guard or company.
Q: Is there an estimated timeline for the required security clearances and background checks to be completed, and can employees start working while they are still ongoing?
A: Timeline can vary depending on how responsive the applicants are. Typically 30 - 45 days for entire processing. Security Clearances are required before working unsupervised in the clinic.
Q: Page 4 of the SOW says this position may require a CNACI and/or MBI clearance. Has this been confirmed and do employees need to obtain the clearance(s) prior to the start of work?
A: Employees need to obtain clearances prior to starting work.
Q: I might have missed them, but I didn't see the attachments referenced under section K subpart A on page 4 of the SOW. Or would the attachments only be provided after the contract award?
A: Attachments will be provided upon award.
Q: On the combined synopsis/solicitation for 75H71323Q00012, it says we should price for three people, but the statement of work says this contract is two people. Could you clarify if it's two or three?
A: 2080 per FTE, 4160 total hours for 2 Full Time guards. Relief Employees may be up to 1,000 hours. 5,160 hours total.

A: This is an existing requirement.
Q: How many incumbents are there performing this work?
A: 2 Full-Time Guards.
Q: What are the incumbent names, contract #s, and revenues received under the incumbent contract?
A: We are unable to share this information.
Q: How many FTEs were on the previous contract? Has the PWS Changed?
A: 3 full time guards previously. Yes, the PWS has changed.
Q: What are your KPIs?
A: Customer Service, Coverage of Facility, Patient/Employee Grievances.
Q: If we have a teaming agreement with a subcontractor, does the subcontractor's experience count as experience for the prime?
A: No, agreement will be with the Prime only.
Q: Synopsis says "This requirement is set-aside for TOTAL SMALL BUSINESS." The
NAICS Code is 561612 and the small business size standard is $20.5 million. Original set aside says: Original Set Aside: Service-Disabled Veteran-Owned Small Business
(SDVOSB) Set-Aside (FAR 19.14)
A: Erroneously selected Total Small Business. The intent was for SDVOSB.

A: Question Period Closed however, due to my error they were not responded to in a timely manner. Therefore, this amendment is established to provide a response to questions received.
