About this file
This document contains Questions and Answers related to a federal contract opportunity for HVAC Testing, Adjusting, and Balancing (TAB) services at 7 facilities operated by the Indian Health Service (IHS) in California and Arizona.
The key details are:
- The contract is for TAB services to be provided over a 1-year period at 7 IHS facilities, one in California and six in Arizona.
- The frequency of testing is to be determined by the Facility Manager and/or Contracting Officer Representative. Contractors should have documented experience performing TAB services in a healthcare environment for a minimum of 5 years and possess relevant industry certifications.
- Mechanical plans for the facilities will not be provided, and contractors are expected to assess the condition of the HVAC equipment on their own.
- The certification requirement can be met by the prime contractor or through the use of a certified subcontractor.

we kindly request the mechanical plans for the buildings where services are to be rendered:
Unfortunately we are unable to provide the mechanical plans
It seems that the government wants a contractor to provide TAB services to 7 facilities over a period of one contract year. One of the facilities is in California (Ft. Yuma is in Winterhaven, CA. immediately across the border of Arizona in CA) and the other six are spread throughout the State of Arizona (Correct).
The contract does not seem to identify how often testing of the HVAC systems at the 7 facilities are to be conducted (Once for this contract), so is the frequency of tests determined by the facility manager (FM) and/or contracting officer representative (COR)[ or by the contractor in conjunction with or without the two aforementioned individuals? Generally the frequency is determined by the FM, however this is the CORs attempt to ensure it is done within the contract year as some facilities have not performed TAB in recent years.
Also, I'm wondering how can a contractor reasonably submit a bid on a job before he has any idea what condition he will find the HVAC equipment in and before he can assess how much work needs to be done at the 7 facilities? HVAC units are maintained regularly at our facilities and no significant HVAC repair issues. Duct cleaning is not regularly performed at most if not all of our facilities. If the vendor has specific questions regarding condition I’ll be happy to get answers.
On page 2 of the Statement of Work, under sections 5 and 6, it is mentioned that the contractor shall:
a. Have documented experience performing TAB services in a healthcare environment for a minimum of 5 years.
b. Possess certification from a recognized industry organization, such as the National Environmental Balancing Bureau (NEBB) or the Associated Air Balance Council (AABC).
Regarding the submittals, it is required to provide documentation of work performed in a healthcare environment for the past 5 years.
The intention for this requirement is that the contractor be professionally knowledgeable and have experience regarding the pressure and humidity requirements of ASHRAE 170, most recent version. Documentation of work done in a healthcare environment is highly valuable and preferred, however getting the work done by a certified contractor or sub contractor is of greater importance.
We would like to inquire if the certification needs to be obtained by the prime contractor, or if it is acceptable to utilize our subcontractor's certification?
The contractor performing the work must be recognized, so the subcontractor certification is acceptable.
