STATEMENT OF WORK
1. Project Title
1.1. Gallup Indian Medical Center, General Surgery, OR-5 and OR Asbestos Containing
Material (ACM) Air Quality Testing.
2. Introduction
2.1. The Gallup Indian Medical Center (GIMC) campus is located in Gallup, New Mexico. It is one of the oldest and largest medical facilities for the Navajo Nation. It is a five (5) story facility with a total gross of 220,925 square feet. It has four floors with utility infrastructure that is 30 + years old. GIMC’s Facility Maintenance Department is requesting a licensed contractor for Air Quality Testing for Asbestos Containing Material
(ACM).
3. Background
3.1. The Operating Room No. 5 (2S85) is approximately 18’-7” X 16’-8” totaling 307.13 square feet. The existing 9”X9” floor tiles are old and have exceeded the expectancy of use. The existing tiles are and are slowly popping up and are not staying secure as they should be.
It’s these tiles that need replacement.
3.2. The OR Sterilizer Room No. (4S71) contaminated area is approximately 5’-0” X 10’-0” totaling 50 square feet. The existing 12”X12” vinyl tiles had water penetrate below the existing tiles and began to become loose and potentially exposing the mastic adhesive below that contains asbestos.
4. Objectives
4.1. Provide Air Quality Testing after Asbestos Containing Material (ACM) has been completely removed from the designated locations prior to the removal of the barrier from the abatement services. To ensure that the area is free of any Asbestos particulates and is safe for all staff and patients.
5. Scope
5.1. The contractor is to perform and complete two (2) air quality assessments per location of the workspace to ensure that all particulates have been captured and cleaned from the room space.
5.2. The contractor is to utilize equipment for such testing, set up and run for no less than two
(2) hours in each location to achieve a good test result.
5.3. All Air Quality Testing report by the contractor shall be expedited to be completed no later than September 30, 2026.
5.4. Air Quality Testing is to be performed soon after the Asbestos Containing Material (ACM) has been fully removed from the designated location. Testing will be done on two different days as the ACM removal will be done on two separate days.
5.5. Each location is to be done on two (2) separate days. The ACM removing contractor will do one location on day-1 and the second location on day-2, with air quality testing to
Attachment A follow as soon as the ACM Contractor has completed each location each day for best results. The sequence will be planned and coordinated by the Contractor removing the ACM and their schedule with the Air Quality Testing Contractor. The Air Quality Testing Contractor will be notified of days scheduled for ACM removal and they are to follow right after ACM removal has been completed at each location each day.
5.6. The ACM removing Contractor will wipe and clean the barrier, leave the existing barrier up and provide notification that the area has been cleaned of all ACM to the Air Quality Testing Contractor.
5.7. Sampling The required air volume for the TEM protocols is to use a 25 mm diameter cellulose ester membrane filter, 0.45- to 1.2 µm pore size, conductive cassette with a 0.5 to 16 L/min air flow. The required air flow is dependent on the sampling pump and verified to ensure that the air flow of 0.5 to 16 L/min. NMAM 7402: Asbestos by TEM. 2 to 10 field blanks are required, minimum per set per NIOSH 7402 method.
5.8. Test result lab report shall be provided for the two-test sampling locations in the first room and provided in one report for that designated location. A separate report shall be provided for the two-test sampling of the second room in one report for that designated location. The reports shall be provided to Facility Maintenance within POP.
5.9. No Visual Clearance Inspection for the Air Quality Testing Contractor is required to conduct and document a post abatement visual clearance

AHERA Contractor/Supervisor: Supervise asbestos response actions and abatement activities, including establishment of regulated work areas and negative-pressure enclosures, use of PPE, glove-bag procedures, proper removal and disposal practices, environmental controls, and required recordkeeping.
LAB: will be required to be NIST NVLAP accredited.
5.11. Negative pressure is to remain during and after ACM has been removed and for the Air Quality Testing period until the reports are submitted to GIMC with clean and clear results for ACM in the work site air.
6. Period of Performance
6.1. Services shall commence once notification has been provided to the Contractor and shall not exceed thirty (30) days thereafter.
75H71026Q00256 Questions and Answers
1. [Company]'s review of the solicitation and publicly available New Mexico asbestos program guidance did not identify a New Mexico asbestos sampler licensing requirement. Can the Government confirm whether any New Mexico-specific licenses, certifications, or accreditations are required for personnel performing post-abatement asbestos air clearance sampling under this solicitation, and whether qualified out-of-state personnel are acceptable?
Answer: There was no Arizona or New Mexico licensing requirement ever identified in the
SOW.
2. [Company] can perform PCM clearance sampling in-house utilizing NIOSH 582 equivalent trained microscopists, allowing for same-day analysis and immediate notification of clearance status while on-site. Please note that [Company] is not an NVLAP-accredited asbestos analytical laboratory. If TEM analysis is required, samples would be submitted to an EMSL laboratory and results would generally not be available until the following business day end of the day. Please confirm the required analytical method and applicable clearance criteria for this project.
Answer: It is recommended to use Transmission Electron Microscopy (TEM) using NIOSH 7402, this is more accurate than phase contrast microscopy (PCM). TEM can Counts and identifies asbestos structures/mineral type using electron microscopy and associated identification techniques. PCM can only counts fibers meeting specified dimensional criteria; does not identify asbestos specifically.
3. Does the Government anticipate that both abatement areas will be ready for clearance sampling concurrently, allowing both locations to be tested during a single mobilization?
Answer: Each location is to be done on separate days, Testing is to be done immediately after the location has been cleaned of all ACM, with written report to follow when verified by a lab.
4. If both locations will not be ready at the same time, does the Government anticipate multiple mobilizations may be required?
Answer: The ACM removing contractor will do one location on day-1 and the second location on day-2, with air quality testing to follow as soon as the ACM is removed each day for best results.
5. If multiple mobilizations are required, can the Government provide its anticipated sequencing and whether both clearances are expected to occur within the same week?
Answer: The sequence will be planned and coordinated by the Contractor removing the ACM and their schedule with the Air Quality Testing Contractor.
6. How much advance notice will the contractor receive that an abatement area is ready for clearance sampling so that travel arrangements can be coordinated?
Answer: The Air Quality Testing Contractor will be notified of days scheduled for ACM removal and they are to follow right after ACM removal has been completed at each location.
7. The Statement of Work indicates that the contractor shall provide "two (2) air quality assessments per location." Please clarify whether this requirement refers to two independent air samples per location, two separate clearance events per location, or another sampling protocol.
Answer: Two locations within the room for 2 hrs each, that are conducted simultaneously to capture best results to indicate that the room is clean and clear of ACM material that may be airborne.
8. Technical Standards - Please confirm the required analytical method for post-abatement asbestos air clearance testing. Is Phase Contrast Microscopy (PCM) in accordance with NIOSH Method 7400 acceptable, or is Transmission Electron Microscopy (TEM) required?
