About this file
This is an Amendment of Solicitation/Modification of Contract document (Standard Form 30) issued by Northern Navajo Medical Center in Shiprock, New Mexico on August 13, 2026, for Solicitation No. 75H71026Q00243. The amendment adds a Questions and Answers attachment and clarifies the Combined Synopsis-Solicitation document, with an effective period of performance from October 1, 2026, to March 31, 2027.
The solicitation is for eight Registered Nurse (RN) positions at Northern Navajo Medical Center, with 1,040 hours per RN per six-month period at no sharing of hours among positions. The pricing formula for extended price is Bill Rate × 1,040 hours × 8 RNs. RNs will work exclusively at Northern Navajo Medical Center with potential floating to like units within the facility. The shift schedule consists of 12-hour night shifts from 1800–0730 with a 30-minute lunch break, rotating between four shifts one week and three shifts the next week, with rotating weekends (work one, off one). Offerors must submit sufficient Key Personnel to fulfill the requirement, though this does not guarantee all eight positions will be awarded to a single vendor, as multiple awards are anticipated. Past performance is not an evaluation factor under RFO 12 Simplified Procedures. The Contracting Officer is Michelle A. James.

26Q00243 – Questions and Answers
1) Please confirm within the provided pricing schedule, the formula the Government wants contractors to use to determine the extended price column is "Extended Price = Bill Rate x 1040 (hrs) x 8 RNs (quantity)"
Attachment “Combined Synopsis-Solicitation - 75H71026Q00243” updated to clarify pricing schedule.
2) Is Past performance an evaluation factor for this requirement? If not, please provide the rationale. If yes, should we provide as a separate volume? Any limitations?
This solicitation was posted utilizing RFO 12 Simplified Procedures
3) Estimated Hours: The Schedule of Items identifies 1,040 hours for each six-month CLIN, while the SF-1449 identifies eight RN positions and states “Hours: TBD” per position. Please confirm whether the 1,040 hours represent 1,040 hours per RN per six-month period or 1,040 total hours to be shared among all eight RN positions.
Requirement is for 1,040 hours for each 6 month period, and is for each RN position available. There will be no sharing. Attachment “Combined Synopsis-Solicitation - 75H71026Q00243” updated to clarify pricing schedule.
4) Expected Weekly Schedule: The PWS identifies 12-hour shifts of 0700–1930 and 1900–0730.
Please confirm the anticipated number of shifts and/or average weekly hours expected per
RN.
The Shifts needed are all nights.
The shift is 12 hours with a 30-minute lunch break, so from 1800-0730 (The work Week is Sunday to Saturday)
One week the schedule would be Mon, Tues, Fri and Sat.
Next week the schedule would be Sun, Wed and Thurs.
5) Scheduling Rotation: Please clarify whether RNs will generally be scheduled for three 12-hour shifts per week, four 12-hour shifts per week, or another scheduling rotation.
See Question 4 Above.
one week is 4-12 hour shifts and the other week is 3-12 hour shifts.
Rotating weekends. Work one then off one
6) Staffing Locations: Please confirm whether all eight RN positions will be assigned exclusively to Northern Navajo Medical Center or whether RNs may also be assigned to other facilities within the Shiprock Service Unit.
Yes, Exclusively to NNMC.
Very Likely no but could be asked to float to like unit within NNMC. (See ATTACHMENT A – Performance Work Statement, Section 7.1.2)
7) Candidate Submission: Please confirm whether offerors are required to submit a qualified candidate for each of the eight available RN positions with the initial quotation.
Offerors should submit enough Key Personnel to fulfill the requirement. However, this does not guarantee that all 8 will be awarded to one singular vendor. (See Combined Synopsis- Solicitation – 75H71026Q0243, paragraph 1 regarding multiple awards.)
8) CLIN Pricing: Please confirm the total estimated hours offerors should use when calculating the extended amount for each Base and Option Period CLIN.
