Deliverables include a detailed equipment list with make, model, serial numbers, and technical characteristics; documentation submitted through GIMC Finance and the Acquisition Department; and compliance with HIPAA, FISMA, and IHS cybersecurity requirements. Payment will be made electronically through the Department of Treasury Invoice Processing Platform (IPP) at www.ipp.gov. The contract incorporates FAR 52.212-4 (Commercial Products and Commercial Services terms and conditions) and numerous standard federal clauses addressing small business programs, equal opportunity, security, sustainability, and other compliance requirements. (iii) Written advance notice of at least 45 days shall be provided to the Contracting Officer of the Contractor's intent to disseminate or publish information identified in subparagraph (2)(i). The contractor shall not disseminate or publish such information without the written consent of the Contracting Officer.

(a) Definitions. As used in this clause –

Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements in FAR 32.905(b) and the applicable payment clause included in this contract.

(b) Submission instructions. Except as provided in paragraph (c) of this clause, the Contractor must submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.

(c) Alternate submission procedures. The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing.

(d) Submission of alternate payment procedures authorization. If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer’s written authorization with each payment request.

(a) Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) supplies and services developed, acquired, or maintained under this contract or order must comply with the “Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR part 1194. NAIHS-ACQ-09 UNAUTHORIZED COMMITMENTS NOV 2025

(a) Definitions.

Contracting Officer means a person with the authority to enter into, administer, and/or terminate contracts and make related determination and findings.

Ratification means the act of approving an unauthorized commitment by an official who has the authority to do so.

Unauthorized Commitment (UAC) means an agreement that is not binding solely because the Government representative who made it lacked the authority to enter into that agreement on behalf of the Government.

(b) Policy.

The Government is not bound by agreements with, or contractual commitments made to, prospective contractors by individuals who do not have delegated contracting authority. Unauthorized commitments do not follow the appropriate process for the expenditure of Government funds. Consequently, the Government may not be able to ratify certain actions, putting a contractor at risk for taking direction from a Federal official other than the contracting officer (see FAR 1.403-2). Government employees responsible for unauthorized commitments are subject to disciplinary action. Contractors perform at their own risk when accepting direction from unauthorized officials. Failure to follow statutory and regulatory processes for the expenditure of Government funds is a very serious matter.

(c) Procedure.

Any agreement, modification, or change to a contractual agreement made by a government personnel who lack authority will be deemed an unauthorized commitment. The Government is not liable to the

Contractor or under the terms of the contract, financially or otherwise – unless the unauthorized commitment successfully passes the ratification process.

The ratification process does not have any lead time, nor does the Government make any promise that an unauthorized commitment will be ratified and, therefore, the Contractor would be paid. The Contractor proceeds at its own risk if any of the terms of the contract are altered, changed, or modified without the written concurrence by a Contracting Officer.

GIMC TELECOMMUNICATION PAGING SERVICES LEASE

1. PROJECT INFORMATION:

1.1. Project Title:

2. PROJECT BACKGROUND:

2.1. Contractor provides paging services and leased equipment for Gallup Service Unit. The

Contractor is currently providing these services to GIMC. The Contractor provides material, equipment and reliable paging services to the Gallup Service Unit communities. These services allow communication between employees working in the field to employees working in the hospital and they are utilized for on-call purposes for RN’s, providers and staff.

3. PROJECT DESCRIPTION:

3.1. Continue with a leased paging system throughout the Gallup Service Unit. This project shall include all leased equipment and related services necessary to utilize the pager system. The system leased equipment shall be Pager Lease (Alphanumeric – Unication Elite).

4. OBJECTIVES:

4.1. This project is to provide paging services and leasing for 42 devices for Gallup Service Unit.

This will allow the Gallup Indian Medical Center Information Technology Department to provide paging services and lease equipment to the necessary users to accomplish the mission objective of providing adequate communication methods for delivery of direct patient care.

5. PROVISIONS:

5.1. Pagers that are currently on hand and issued to GIMC staff are covered under the current lease.

It would be time consuming and interrupt notifications to collect these devices and reissue should another pager vendor be selected.

5.2. Pagers are interconnected to our Informa Cast telephone notification system that transmits notifications to the pagers when any type of code or emergency is called in the hospital that affects all staff and/or patients.

6. PERIOD OF PERFORMANCE:

6.1. The government expects a task order and issues a notice to proceed with a project requires the task to be completed by the following dates:

6.1.1. 09/01/2026 – 08/31/2027

6.1.2. 09/01/2027 – 08/31/2028

6.1.3. 09/01/2028 – 08/31/2029

6.1.4. 09/01/2029 – 08/31/2030

6.2. After this year, re-evaluation will be conducted to address the number of pagers, the necessity and if the paging service will fully migrate to cell phones for notification.

7. DELIVERABLE:

7.1. Contractor Responsibilities:

7.2. The contractor shall provide a list of equipment detailing the make, model, and serial number, and finish material, electrical and technical characteristics of each item of equipment to be furnished for approval.

7.3. The contractor shall provide documentation on deliverables, which will be submitted through GIMC Finance and Division of Acquisitions Department.

8.1. The contractor shall comply with HIPAA, FISMA, and IHS OIT cybersecurity requirements. All data generated through the Smartsheet platform shall remain the property of the U.S.

Government. No project-related data shall be stored or transferred outside of approved FedRAMP-authorized environments. The contractor will work with COR and GSU IT to ensure that all required security and privacy protocols are followed throughout the period of performance.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
