About this file

This is a solicitation for commercial items for the replacement and installation of a new precision cooling system at the Kayenta Health Center in Kayenta, Arizona.

The Kayenta Health Center seeks a contractor to remove and install two new approximately six-ton precision cooling systems configured for N+1 redundancy to replace aging equipment that no longer meets capacity requirements for the facility's Main Distribution Frame (MDF) server room. The work must be completed between July 20, 2026, and December 31, 2026. The scope includes removal of existing indoor and outdoor cooling units with refrigerant recovery per EPA Section 608, installation of precision cooling systems with low-ambient operation capability rated to -20°F, replacement of refrigerant piping and electrical components to meet NEC standards, provision of integrated control systems for redundant operation with temperature and humidity monitoring, full startup and commissioning with qualified technicians holding EPA Section 608 certification, and delivery of as-built drawings, operation and maintenance manuals, and staff training. The contractor must have performed at least three comparable projects within the past five years and hold appropriate HVAC and electrical licenses. The government will award the contract using a Lowest Price Technically Acceptable (LPTA) evaluation approach, with technical capability being more important than price. Evaluation factors include technical compliance with the Statement of Work requirements, past performance experience, delivery, and price. This is a set-aside for Indian Economic Enterprises (ISBEE) under the Buy Indian Act. Offerors must submit proposals in four volumes by July 9, 2026, at 5:00 PM MST to flora.washington@ihs.gov, including administrative documents, technical approach with delivery schedule, past performance, and detailed pricing with cost justification. The contract incorporates FAR clauses applicable to commercial service contracts, including provisions for Service Contract Labor Standards, prevailing wage requirements, various federal compliance certifications, and a local requirement for Pre-Construction Risk Assessment completion prior to work commencement.

NAIHS-ACQ-07 PRE-CONSTRUCTION RISK ASSESSMENT AUG 2021

The Indian Health Manual, Part 1, Chapter 9 Occupational Safety and Health (OSH) Program (The Manual) serves as a general outline for carrying out the OSH program. The provisions set forth in The Manual meets or exceeds the minimum requirements as set forth in Title 29 Code of Federal Regulations, Part 1960, entitled “Basic Program Elements for Federal Employee OSH Programs and Related Matters,” Section 19 of the Occupational Safety and Health Act; and Executive Order 12196, dated February 26, 1980. While not specifically mentioned in the OSH related regulations, executive orders, program guidance, etc., it is in the Agency and in the public interest to afford the same conditions to visitors, patients, contractors, and others present in Indian Health Service facilities.

As part of the implementation of The Manual, the Kayenta Health Center uses a guide and checklist known as the Pre-Construction Risk Assessment or PCRA. The PCRA – included in all solicitations and awards for construction and construction-related work on the premises – is completed by the government’s requiring activity, as coordinated with and approved by the facility’s Safety Program Office before any work on premises can proceed.

The following government personnel is responsible for the initiation and completion of the PCRA:

NAIHS-ACQ-09 UNAUTHORIZED COMMITMENTS NOV 2025

(a) Definitions.

Contracting Officer means a person with the authority to enter into, administer, and/or terminate contracts and make related determination and findings.

Ratification means the act of approving an unauthorized commitment by an official who has the authority to do so.

Unauthorized Commitment (UAC) means an agreement that is not binding solely because the Government representative who made it lacked the authority to enter into that agreement on behalf of the Government.

(b) Policy.

The Government is not bound by agreements with, or contractual commitments made to, prospective contractors by individuals who do not have delegated contracting authority. Unauthorized commitments do not follow the appropriate process for the expenditure of Government funds. Consequently, the Government may not be able to ratify certain actions, putting a contractor at risk for taking direction from a Federal official other than the contracting officer (see FAR 1.403-2). Government employees responsible for unauthorized commitments are subject to disciplinary action. Contractors perform at their own risk when accepting direction from unauthorized officials. Contractor or under the terms of the contract, financially or otherwise – unless the unauthorized commitment successfully passes the ratification process.

The ratification process does not have any lead time, nor does the Government make any promise that an unauthorized commitment will be ratified and, therefore, the Contractor would be paid. The Contractor proceeds at its own risk if any of the terms of the contract are altered, changed, or modified without the written concurrence by a Contracting Officer.

Attachment A – Statement of Work

INTRODUCTION

Kayenta Health Center (KHC) operates a critical Main Distribution Frame (MDF) server room that supports network, telecommunications, and medical data systems essential to healthcare operations. The existing precision cooling system has reached the end of its service life and no longer meets capacity requirements due to planned IT and server expansions. This project provides for a complete replacement and upgrade of the precision cooling systems to ensure reliable, year-round temperature and humidity control in compliance with federal, ASHRAE, and KHC facility standards.

BACKGROUND

The MDF room currently utilizes dual precision cooling systems operating simultaneously to maintain a setpoint temperature of 20°C (68°F). The existing systems have reached the end of their service life and no longer meet capacity requirements due to planned IT and server expansions.

Additionally, rooftop condensing units experience low-head pressure issues during cold weather, reducing system performance. These conditions necessitate replacement with modern precision cooling systems designed for low-ambient operation and redundant configuration.

OBJECTIVE

Replace the existing cooling systems with two (2) new approximately six-ton precision cooling systems configured for N+1 redundancy. The systems shall include integrated humidity control, energy-efficient operation, and low-ambient capability rated for operation down to -20°F (-29°C).

PERFORMANCE DESCRIPTION

The Contractor shall furnish all labor, materials, tools, equipment, supervision, and transportation to remove the existing systems and install new precision cooling equipment. All work shall be performed in accordance with ASHRAE TC 9.9, ASHRAE 90.1, DOE 10 CFR 431, GSA P-100, EPA Section 608, and NEC (NFPA 70). Work shall be coordinated with Facility Maintenance to minimize disruption.

SCOPE OF WORK

1. Recover refrigerant and remove existing indoor and outdoor units per EPA Section 608.

2. Furnish and install two (2) precision cooling systems (approximately six-ton capacity each) configured for N+1 redundancy.

3. Provide outdoor condensing units rated for low-ambient operation (-20°F minimum) with variable-speed condenser fans.

4. Install indoor ceiling-mounted air handlers with integrated humidifiers and condensate drains.

5. Replace refrigerant piping, insulation, and supports; pressure test and evacuate per manufacturer requirements.

6. Verify and replace electrical disconnects, wiring, and breakers to meet NEC.

7. Provide an integrated control system capable of monitoring, sequencing, and coordinating redundant operation, including temperature and humidity control, alarm notification, and remote monitoring capability compatible with existing facility systems.

8. Conduct full startup, testing, and commissioning with qualified technicians trained and experienced in precision cooling systems.

9. Provide as-built drawings, O&M manuals, and training upon project completion.

10. All equipment provided shall meet or exceed the minimum specifications outlined in Attachment A.

COLD WEATHER PERFORMANCE REQUIREMENTS

The system shall include features for reliable operation during low-ambient conditions:

- Low-ambient control package with stable operation to -20°F (-29°C).

- Variable-speed fans or fan cycling for head pressure control.

- Flooded condenser or equivalent head pressure management.

- Crankcase heaters and coil guards for rooftop applications.

- Field verification of head pressure stabilization during cold-weather commissioning.

HUMIDITY CONTROL AND DEHUMIDIFICATION

The precision cooling systems shall include integrated humidity control capable of both humidification and dehumidification to maintain 40–60% RH. Dehumidification shall occur via the cooling coil and reheat process, while humidification shall be achieved through electrode steam or infrared systems. Control shall be automatic via the system’s integrated control interface to maintain 20°C ± 2°C and 45% ± 5% relative humidity year-round.

COMPLIANCE REQUIREMENTS

- ASHRAE TC 9.9 – Thermal Guidelines for Data Processing Environments

- ASHRAE 90.1 and 62.1 – Energy and Ventilation Standards
