The amendment extends the solicitation closing date to June 26, 2026 at 12:00 PM MST, with a Period of Performance from July 1, 2026 to October 31, 2026. The solicitation number is 75H71026Q00175. The scope of work involves installation of ground diesel monitoring wells with related sampling and analytical services. Specific requirements include: installation of four 2-inch diameter monitoring wells using a 5-inch hollow-stem auger with 20-foot screened intervals (2 feet above groundwater level to total depth) and 2-inch PVC pipe casing; quarterly sampling in the first year transitioning to semi-annual sampling in year two; water level measurements and product thickness gauging; free product recovery and monitoring; and groundwater sampling for TPH-DRO and BTEX parameters. The contractor must utilize low-flow submersible pump sampling methodology and provide one year of monitoring services with an option for an additional year. Well design and permitting will be managed by Navajo Nation Water Resources (contact: Katrina Sam, Civil Engineer, Department of Water Resources). Site drawings and specifications are available from Kayenta Health Center (contact: Desmond D. Jones, 928-697-5193). All other terms and conditions remain unchanged from the original solicitation.

Questions & Answers - Installation of Ground Diesel Monitoring Wells
1. Monitoring Wells
• What diameter wells are required (e.g., 2-inch, 4-inch)? NNEPA response – 2-inch monitoring wells
2. Sampling Frequency
• Is sampling expected to be conducted on a monthly or quarterly basis? NNEPA response Quarterly basis in the first year then move to semi-annual the 2nd year.
3. Sampling Parameters Please confirm which of the following are required:
• Water level measurements and product thickness gauging – Yes, required.
• Free product recovery/monitoring – Yes, required.
• Groundwater sampling, including: - Yes, required for both listed.
o TPH-DRO o BTEX
4. Sampling Methodology
• Are we permitted to utilize bailer sampling, or is low-flow submersible pump sampling required/preferred? NNEPA prefers the low-flow submersible pump sampling.
5. To ensure we provide an accurate proposal, could you please let us know whether any specific construction plans are available? NNEPA has no construction plans, Kayenta Health Center has plans of 19 room apartment on east side of compus. We would appreciate any additional details regarding the borehole size (use a 5” hollow-stem auger), screened interval (20 feet, 2 feet above the groundwater level to the total depth), well casing specifications (casing with open hole with 2” PVC pipe, nothing in outer casing), and filter pack requirements (use the borehole completion provided by Katrina Sam, of Navajo Nation Water Resources).
6. Could the government provide a well diagram showing the proposed casing and screen specifications, along with the borehole diameter? This diagram can be obtained from Katrina Sam, of Navajo Nation Water Resources).
7. The scope states to "dig wells per drawing", but I do not see a drawing. Please advise. NNEPA – the drawing only shows the surface location, not completion data. Dig wells per drawing is on last page of SOW.
8. The scope states "Vendor to provide well monitoring services for one year with option of additional year option". Please clarify exactly what you would like provided in these services. NNEPA response – collect water/soil samples to be collected and to submit for analytical results collected the installed monitoring wells.
9. Please confirm whether the four monitoring wells are intended to monitor groundwater or the unsaturated/vadose zone. Additionally, please confirm the required well construction specifications, including the drilling method, casing diameter and material, screen interval, basis for the target depth, sampling frequency, analytical parameters, and whether Navajo Nation EPA has already approved or prescribed a specific monitoring well design.
NNEPA response – The monitoring well installation design and approval is done by Navajo Nation Water Resources, Katrina Sam, they will issue a well permit for the 4 monitoring wells.

10. Are you able to provide the scope of work and details. Is this for an existing tank installation or monitoring for ground water? Are there any site drawings? NNEPA response – this is to monitor for groundwater, not a tank installation. Any site drawings or building specification would come from Kayenta Health Center. What specific drawing is requested, contact Desmond D. Jones, 928-697-5193.
