About this file
This document is Amendment 0002 to Solicitation No. 75H71026Q00049, issued by Northern Navajo Medical Center (located at US Highway 491 North, Shiprock, NM 87420) on February 20, 2026, with an effective date of March 2, 2026. The amendment provides responses to additional questions received regarding the solicitation. The period of performance is April 1, 2026 through March 31, 2027. The contracting officer is Jerlyn R. Begay.
The Questions and Answers section clarifies key requirements for satellite television services at the Northern Navajo Medical Center. Existing satellite infrastructure and headend equipment are in place and owned by the facility; no new installation is required. The facility currently operates 70 television sets (57 in inpatient areas and 13 in outpatient areas), with plans to add 40 additional sets for a total of 110. All patient room televisions are Pro:Idiom medical-grade LG healthcare models, except for waiting area televisions. The preferred programming includes 54 channels featuring Disney, Discovery, local channels from Albuquerque NM, ESPN, and family-oriented programming without violence; internet-based streaming is not required. The contractor must provide RF signal level review and balancing, integrate one locally produced in-house healthcare channel, and support remote monitoring with 3.5-hour response capability for remote issues and on-site support for hardware repairs. Direct billing from the satellite provider is acceptable. The healthcare facility operates 24/7/365 and has been operational since the mid-1990s.

1. Does the Government require new on-site installation of satellite infrastructure, or is existing infrastructure currently in place that the contractor will utilize?
An existing infrastructure is in place. There is no need for a new installation. We are assuming that the satellite TV head ends are universal, one size fits all, at this time.
2. Is the facility presently operating under an incumbent satellite television services contract? If so, would you please confirm whether a transition period will be required?
No, there is no incumbent satellite television service at this time.
3. Are existing headend systems already installed at the facility, and if so, are they compatible with commercial HD satellite providers, or should offerors include full headend replacement in their proposals?
Yes, an existing head-end exists at the Northern Navajo Medical Center, and should be compatible with satellite television services.

Yes, the satellite hardware/headend is the property of Northern Navajo Medical Center.
