About this file
This is a Questions and Answers document for a federal contract opportunity involving asbestos abatement work at a healthcare facility.
The scope of work involves cleaning and removing existing floor tiles, black mastic adhesive (asbestos), and turn-up base, followed by cleaning the concrete decking to prepare it for new flooring installation. Two locations are addressed: OR-5 Room (approximately 307.31 square feet, measuring 18'-7" X 16'-8") and a sterilizer area (5'x10' footprint in front of double doors). No additional testing is required after floor cleaning, and cove base replacement and final flooring seal work are outside the asbestos abatement scope. The government has confirmed that work is intended to occur during regular patient working hours, though non-patient hours may be arranged if necessary to avoid disrupting surgical operations; this scheduling consideration impacts Davis-Bacon wage differentials. Photos and a FiberQuant analytical services testing report (dated 5/6/25) have been uploaded separately to support the solicitation. No site visit will be permitted as all necessary information has been provided. There is no incumbent contractor on this project.

Questions and Answers
1. Is the assumption that all flooring in room 2S85 (approx 307.13 sf) will need to be abated and only a 50 sf section in room 4S71? Or will the entirety of the flooring in both rooms be abated? The SOW is a little confusing because it provides square footage for the entire rooms, but then talks about a small section to be abated.
The SOW is only to clean and remove the existing floor tiles, base and black mastic (asbestos) and clean the concrete decking for new flooring at the location, nothing more. Once the floor is clean, there is no need for additional testing required, as it will be cleaned and ready for new flooring to be installed.
2. Are there any photos and/or a site visit scheduled for this project?
Photos uploaded separately. No site visit will be allowed as all information is sufficient.
3. Is there a copy of a testing report? can you provide the sample report that was performed last 5/6/25 by FiberQuant analytical services?
Report is uploaded separately.
4. The SOW includes removal of existing floor tiles and black mastic adhesive, and removal of the turn-up base in OR-5, with the deliverable being clean concrete ready to receive new flooring. Please confirm whether replacement of cove base or any work required to ensure final flooring seal is outside the asbestos abatement scope, and whether any separate testing is required for cove base adhesive beyond the flooring materials and mastic referenced in the SOW.
Refer to answer #1.
5. Is there an incumbent?
No incumbent.
6. Can the government confirm that abatement activities will be permitted during standard day shift hours? If work must be performed during nights or weekends to avoid disrupting surgical operations, please advise, as this will impact labor rates (Davis-Bacon wage differentials).
Yes, it was intended for the work be done during regular patient working hours. If need be, it may be possible for the vendor can do the work during non-patient hours to not hinder any cases in the OR. This has been a long time coming, and we would like to get this done. I will check and speak to General Surgery for the possibility of any arrangements that can be made while the work is being done.
7. Please confirm the correct square footage for abatement. Is the intent to abate the 50 sq ft footprint, or is the 500 sq ft figure correct (implying different dimensions or wall square footage)?
The floor area that is to be cleaned is 5’x10’ in front of the double doors, so for the Sterilizer is correct. Do not get the OR-5 and the sterilizer confused, because how you wrote it just now in your query kind of confused me too. The OR-5 Room is approximately 307.31 sq. ft. (18’-7” X 16’-8”).
