About this file
This is an amendment (Amendment 0001) to RFQ 75H71025Q00020 that provides questions and answers regarding a solicitation for 22,000 gallons of dyed diesel fuel for Northern Navajo Medical Center in Shiprock, NM. The amendment clarifies there is no incumbent contractor and confirms this is solely a fuel delivery contract, not including hot water boiler services.
Key details include: The period of performance will be one year from date of award, with planned award in early December 2024 and ending by December 31, 2025. The facility requires 10,000 gallons for the North generator and 8,000 gallons for the South generator, with fuel levels maintained to last at least four days during power outages. The contractor must measure fuel levels before/after delivery, clean any spills, and dispose of any trash generated during delivery. All tanks are above ground and can be serviced by transport trucks with onboard pumps. The solicitation closes at 2 PM MST on November 29, 2024.

RFQ 75H71025Q00020 - Questions and Answers
1. Question: Is there an incumbent for this contract? If so, what is the contract number and value?
Answer: There isn’t an incumbent.
2. Question:
Please clarify the statement in section 2.0 that states "Contractor shall be responsible to collect trash and diesel fuel spill generated and dispose of daily, at the Contractors Facility."
1. Question: Are you requesting the contractor to visit the site daily?
Answer: When they deliver fuel to clean any trash or fuel spill to be clean by contractor.
3. Questions:
Will the site allow for a transport truck to deliver the fuel (no tank wagon requirement)?
Will a pump be required?
One of the requirements mentions the volume of 22,000 will be distributed through the year. Is this a multi-month contract?
What is the average order size
How often are orders placed
One of the requirements says, “Contractor shall be responsible to collect trash and diesel fuel spill generated and dispose of daily, at the Contractors Facility.” Are there daily expectations for us to do more than just deliver fuel when an order is placed?
One of the requirements says “The Shiprock Service Unit requires to refill the diesel fuel tanks for each of the emergency generators and also to measure the tanks when completed with the filling of the tanks. Will the site be okay with each delivery to have a before and after stick reading of the tank for measuring?
Answers:
During delivery clean any trash or diesel fuel spill.
Measure fuel before to make sure what was requested for and to make sure we are aware that the tanks was not fill what was requested.
It will depend if we have a power outage and how long that is? North Side 10,000 Gallon and south side 8000 gallon. We always have fuel to last four days.
Usually the tanker truck have pump on their unit and that’s all we use. All tanks are above ground.
4. Questions:
1) Are you looking for a company that can supply Dyed Diesel Fuel services for 1 year according to the specifications?
2) Are you looking for a company that can provide servicing for the Hot Water Boiler
RFQ 75H71025Q00020 - Questions and Answers services for 1 year, if so who is the contact person onsite that the contractor can call to go and take a look before giving a quote?
3) Are you just looking for new Boiler services, if so how many and who is the site contact for the contractor to contact to go and check, if the Boilers are below or above the ground?
Answer: This solicitation is only for 22,000 gallons of dyed diesel fuel for a period of performance of one year from the date of the award. Services for the Hot Water Boiler are not required in this solicitation.
5. Question: I just wanted to clarify the period of performance for this contract is 12/31/2025 or is this a mistake and should be 12/31/24, thank you for the clarification.
Answer: The period of performance (POP) will be one year from the date of award. The ending date of award is the delivery date which will be on or by 12/31/2025. This solicitation closes at 2 pm MST 11/29/2024. My plan is to award this early December 2024.
6. Question: What are the number of gallons needed per load?
Answer: The diesel requirement is dependent on the number of outages and the length of each power outage. The department must have enough diesel to last at least four days.
7. Question: 1. What is the anticipated start date/month for delivery of the 10,000 GAL and 8,000 GAL?
Answer: I plan to award the first part of December 2024, therefore the period of performance will be the date of award endine one year later. The delivery date of diesel is dependent on the number of power outages and the length of each power outage. They must have enough diesel to last at least four days.
