1. Are there additional proposal instructions?

There are no additional proposal instructions.

2. Where should the proposal be submitted?

Please email your quote to the Point of Contact listed on SAM.gov.

3. Are there any pricing instructions?

An itemized breakdown for expenses for your company to carry out this service.

4. Can travel be included in the pricing?

If travel is included in your quote, travel expenses must not exceed the GSA travel rates.

5. Will the government provide the location and other logistical necessities?

The government can suggest location site and it will be the vendor to set up training location and other logistical needs.

6. Scope and Content of Training

Customization: Should the training content be customized to accommodate different experience levels among participants (e.g., beginners vs. experienced grantees)?

Yes, this is preferred to cover the experience level of participants.

Additional Compliance Areas: Beyond OMB Circular A-133 and 45 CFR Part 75.501, are there any additional compliance areas specific to SDPI grants that need to be covered?

A majority of our grantees ask, “What are allowable costs?”

7. Training Delivery and Logistics

Participant Size: How many Grantees and Sub-grantees are expected to attend the training?

60 Participants max/per sessions.

Timing: It appears that the 2024 Grantees have already been awarded. Is there a preferred date or date range for the 2024 training?

This grant is continuous each year during its cycle, there are new and season grantees and the date range is not an issue.

Venue Arrangements: The PWS references Window Rock, AZ, but the solicitation classification lists Saint Michaels, AZ as the place of performance. Could you please confirm the training location and provide any venue preferences?

St. Michaels is the physical building location and Window Rock is approximately 2 miles from Window Rock is where Navajo Area Office gets its mail. The training location will be local with Window Rock, AZ having several options for a training site. Some areas of preference that can hold a large group is Quality Inn in Window Rock, AZ.

Gallup, NM is 30 miles and has much more venues.

8. Evaluation and Performance

Evaluation Metrics: Are there specific performance metrics or learning outcomes that the government would like to see from the training sessions?

Depending on the sections taught, it would be a corresponding evaluation (0-3 on knowledge; 0 being no knowledge to 3.very knowledgeable. The last area is an open comment of the participant: What can be improved?

Pre/Post Assessments: Should the pre- and post-training evaluations focus on technical skills, compliance knowledge, or broader grant management best practices? Preferred

Pre/Post on compliance knowledge.

CPARS and Incentives: Could you clarify how performance will be rated in the CPARS system and if there are any performance-based incentives?

The ratings are usually on a scale from unsatisfactory to exceptional. There are no performance-based incentives.

9. Required Deliverables

Frequency of Updates: How often should the contractor provide status updates to the

COR leading up to the training (e.g., monthly or quarterly)?

At initial start of the training, preference is a monthly update and when established move to quarterly.

Training Materials: Are there any specific guidelines or templates for the training materials (e.g., manuals, handouts), or should the contractor develop them independently?

The contractor can create a manual and handouts independently.

Certificates and Promotional Items: Are there specific requirements for the design and distribution of Certificates of Completion and promotional items?

Certificate of attendance with the corresponding CEUs to the hours attended.

5. Speakers and Subject Matter Experts

Selection of Speakers: Given the remote location, would it be acceptable for some speakers to participate via live virtual feed?

In-person is priority especially due to issues with online connectivity in a rural area.

Speaker Qualifications: Are there specific qualifications or experience levels required for the speakers?

Yes, speakers should have a minimum of 24 months of subject matter expertise in Super

Circular training.

6. Post-Training Support

Follow-Up Support: Is there an expectation for post-training support, such as answering follow-up questions or providing additional technical assistance after the training?

That would be ideal for at least 6 months.

Long-Term Impact: Are there any follow-up evaluations or assessments required beyond the immediate post-training report?

No

7. Budget and Costing

Cost Categories: Is there a preferred budget structure that the government would like us to follow for this project?

An itemized budget breakdown each category that will be charged (Supplies, equipment, rental space, etc.).

Government-Provided Resources: Will the government provide any resources such as past training materials, grant program data, guidelines, or procedural instructions?

Yes, the Notice of Award for this grant will be the resource to follow.

Period of Performance: How many total option years are allowed? Are cost adjustments for option years permitted, and if so, what is the allowable margin for those adjustments?

The solicitation is a base plus one option year. The solicitation specifies a base period with one option year. Cost adjustments for the option year are not currently requested;

however, if cost adjustments are included for the option year, please explain this in the quote. Additionally, please provide a clear cost breakdown for the base year and the option year, detailing any proposed adjustments.
