About this file

This statement of work outlines requirements for a non-invasive blood pressure patient simulator to be procured by the Biomedical Engineering Department at Gallup Indian Medical Center. The simulator must be able to simulate adult, neonatal, hypertensive, and hypotensive blood pressure readings at specified levels. It must also simulate electrocardiograms at various heart rates and arrhythmias, respiration rates, oxygen saturation levels detectable by Masimo Rainbow SET, and invasive blood pressure readings across eight dynamics and seven statics. Additional required capabilities include temperature simulation up to 40 degrees Celsius, compatibility with a YSI temperature probe, and inclusion of six non-invasive blood pressure adapters and a cuff jacket. The simulator and all necessary supplies must be delivered to the Biomedical Engineering Department at Gallup Indian Medical Center. Quotes submitted in response to solicitation number 75H71024Q00012 from the Department of Health and Human Services Indian Health Service should include any applicable shipping and freight charges.

STATEMENT OF WORK

GALLUP INDIAN MEDICAL CENTER: NIBP Simulation

PURPOSE OF CONTRACT: Gallup Indian Medical Center (GIMC) is part of the Navajo Area Indian

Health Services (NAIHS) located in Gallup, New Mexico is soliciting for a patient simulation system for

Non‐Invasive Blood Pressure medical device testing for the Biomedical Engineering Department.

GENERAL: Contractor shall furnish all necessary equipment and supplies for the successful delivery, performance of new equipment required by the Biomedical Engineering Department.

Background: IHS is an agency within the U.S. Department of Health and Human Services and is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally recognized tribes grew out of the special government to government relationship between the federal government and Indian Tribes.

Navajo Area Indian Health Service (NAIHS) administers health centers and hospitals providing health care to approximately 201,583 members of the Navajo Nation. The Navajo Nation is the largest Indian tribe in the United States and has the largest reservation, which encompasses more than 25,516 square miles in northern Arizona, western New Mexico, and southern Utah, with three satellite communities in central New Mexico. The NAIHS is the primary provider of inpatient, ambulatory care, preventive and community health, and environmental health services for members of the Navajo Nation and the San Juan Southern Paiute Tribe.

Gallup Indian Medical Center (GIMC) is a 75‐bed hospital in Gallup, New Mexico, on the border of the Navajo Reservation. Clinical specialties at GIMC includes Internal Medicine, Cardiology, Anesthesia, OB/GYN, General Surgery, Orthopedics, Ophthalmology, ENT, Radiology, Pathology, Pediatrics, Psychiatry, Emergency Medicine, and Urology. The workload at Gallup is one of the largest in the Indian Health Service with 380,000 outpatient encounters and 3,300 inpatient admissions annually. GIMC has the largest staff of all Navajo Area IHS facilities.

STATEMENT OF WORK: The Biomedical Engineering Department is procuring for a non‐invasive blood pressure patient simulator that must consist of the following:

These specifications (Salient Characteristics) shall be meet:

NIBP simulations must be able to provide Adult at 120/80 mmHg, Neonatal at 70/40 mmHg, Hypertensive at 190/120 mmHg and Hypotensive at 80/40 mmHg.
