(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-
2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller
General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract.
If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the
Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. 352.232-71 ELECTRONIC SUBMISSION OF PAYMENT

(a) Definitions. As used in this clause –
Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR
32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract.
(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.
(c) The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.
(d) If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer’s written authorization with each payment request.

Mobile Endoscopy Unit
1. Background
1.1. The Endoscopy services under the General Surgery Clinic at Gallup Indian Medical Center (GIMC) is seeking to obtain a Mobile Endoscopy unit to perform Gastrointestinal Endoscopy services for GIMC patients. The Mobile Endoscopy Unit will be located at 516 E. Nizhoni Blvd., Gallup, New Mexico.
1.2. GIMC is a 78-bed inpatient which provides clinical specialties inclusive of Internal Medicine, Cardiology , Anesthesia , OB/GYN, General Surgery , Orthopedics , Ophthalmology , ENT, Radiology Pathology, Pediatrics , Psychiatry , Emergency Medicine, and Urology. The workload at GIMC is one of the largest in the Indian Health Service with 250, 000 outpatient encounters and 5,800 inpatient admissions annually.
GIMC has the largest staff of all NAIHS facilities and is considered a Level 3 trauma hospital.
2. Scope of Contract
2.1. The Contractor will design and build a Mobile Endoscopy Unit.
2.2. The Contractor shall submit a complete set of all drawings along with any explanatory narrative.
2.3. The Contractor shall follow the requirements in 2022 Edition of the FGI for Out Patient Facilities
Section 2.13 Class 2 Mobile Medical Unit.
2.4. The Contractor shall ensure that the unit meets NFPA 99 and 101 for life and patient safety.
2.5. The Contractor shall provide warranty/maintenance information including electrical, plumbing, data lines, interior/exterior furniture and equipment.
2.6. The Contractor will provide, deliver, and set-up a Mobile Endoscopy Unit at 516 E. Nizhoni Blvd., Gallup, NM 87301.
2.7. The contractor is responsible to complete a punch list walk-through, with the project manager, on the installed items.
3. Project Location:
3.1. The site is located at 516 E. Nizhoni Blvd., Gallup, NM 87301. Within 20’ west of building 4010.

5. Deliverables
5.1. The Contractor shall conduct pre and post quality control testing services prior to delivery for use by
GIMC at 516 East Nizhoni Blvd., Gallup, NM 87301
5.2. The Contractor shall deliver the Endoscopy Mobile Unit.
5.3. The Contractor shall setup the Endoscopy Mobile Unit and tap into the GIMC water, sewer, power and IT.
5.4. The Contractor shall perform all system checks for utilities, second power source and IT.
5.5. The Contractor is responsible to complete a punch list walk-through, with the project manager, on the installed items. The contractor shall correct all punch list items, to the satisfaction of the customer, within
(10) ten working days after completing the installation.
6. Contractor Furnished Property and Submittals
6.1. The Contractor shall furnish complete set of drawings, specifications and shall be submitted for approval 30 days prior to beginning of production.
6.2. Drawings shall include:
6.2.1. Designated flow for the safe physical movement of dirty endoscopes that does not cross-contaminate clean endoscopes coming out of the cleaning process and their storage.
6.2.2. Plan with procedure rooms with negative pressures
6.2.3. Pre-op, Post-op, and patient waiting areas
6.2.4. Clean equipment room
6.2.5. Dirty utility room
6.2.6. Office/reception area
6.2.7. Patient consult room
6.2.8. Storage area for medical supplies and oxygen

Mechanical plans with HVAC zone calculations, CFM capacities, static pressure requirements, fan motor horse power requirements, type of heating and cooling system, HVAC system interaction requirements, smoke and fire control aspects, equipment room sections, schematic riser and control diagrams.
6.6. Structural plans with structural system, system dimensions, typical details, and calculations
6.7. Plumbing plans with utility connections, sprinkler connections, and room functions.
6.8. Electrical plans with load calculations, lighting layout, circuitry, fire alarm and smoke detector zoning, and layout of fire alarm devices.
6.9. Fire protection plans including location of sprinkler heads.
6.10. Fully coordinated and non-conflicting mechanical, electrical, plumbing, and structural plans that illustrate all sized ducts and piping, risers, pump calculations, fan static pressures, sound analysis, volume dampers, fire dampers, smoke dampers, firestopping, chilled water distribution, mechanical room layout, temperature controls, electrical ratings, transformer sizing, panel board sizing, and emergency power connections.
6.11. Sprinkler system layout plan and hydraulic calculations.
6.12. The contractor is responsible for any site leveling/foundation supports/tie-downs, etc.
Skirting is to match modular unit siding in color.
7. Endoscopy Mobile Unit Specifications
7.1. General:
7.1.1. Unit shall be fully accessible and meet the Endoscopy unit standards.
7.1.2. Unit shall be designed and installed to meet the snow, wind and seismic forces for the location.
7.1.3. Provide accessible entry door(s) as required by code with security lights.
