Questions: Solicitation 75H71021Q00039
1. For locations that have multiple boilers, e.g., the Chinle location, would it be possible to simultaneously inspect: boilers 1A, F3B, 2A, and 3A in the offline condition during week 1, with boilers1B, 2B, 2C, and the American Water Heater in the online condition during week 1, and then in week 2, place on line the boilers that were initially in the offline condition, while removing the boilers that were initially in the online condition? That is, may all boilers located at the Chinle location be scheduled to be inspected in both the online condition and the offline condition over a two (2) week time period? May this same approach be utilized at the other locations or are there potential respective location online requirement demands that will need to be accounted for within the Inspection schedule?
Yes, This is the preferred method for all Service Areas. To work more efficiently for inspections
2. Paragraph 5.6: “External inspections of boilers and power boilers: The Inspector shall ensure that all boiler fittings, valves and piping are in compliance with American Society of Mechanical Engineers (ASME) Codes. The Inspector shall ensure that the pressure as indicated on the pressure gauges are tested appropriately. Any steam or water leakages shall be thoroughly investigated and corrective action initiated.”
o Is the intent of Paragraph 5.6 to mean all boiler, piping, and Instrumentation and Control fittings are to be in compliance, or is Paragraph 5.6 only intended to apply to the Safety Relief Valves and associated boiler protection device fittings to be in compliance? Will the applicable fittings, valves, and piping be in the uninsulated or insulated condition for inspection? It is the intent for safety relief valves to be in compliance. Only visualize inspections where fitting are uninsulated.
o Is the intent of Paragraph 5.6 to mean the Inspector will verify the pressure as indicated on the pressure gauges is tested to ASME requirements while the Inspector is on site, or the pressure gauges have been tested and are currently calibrated? The inspector shall verify pressure as indicated on the gauges.
3. Paragraph 5.7.1: “Safety and safety relief valves: The freedom of the safety and relief valves shall be tested to ensure operability. The Inspector shall note all inoperative valves which shall be repaired by the manufacturer or replaced. The Inspector shall ensure that all valve nameplates are set at the correct pressure and adequate relieving capacity. Any leakages at the pipe connections shall be promptly corrected to avoid damage to the fittings or a false waterline indication. The Inspector shall ensure that each automatically fired steam boiler is protected from over pressure by not less than two pressure operated controls, one of which may be an operating control.”
o Is the intent of Paragraph 5.7.1 to mean the Safety and Relief valves will be exercised while the Inspector is on site, and if so, will the location personnel exercise the respective valve, or will a valve manufacturer exercise the respective valve?. Please indicate which valves weren’t exercised by operator or valve manufacture.
o Is the intent of Paragraph 5.7.1 to mean the Inspector will verify the pressure as indicated on the pressure gauges is tested to ASME requirements while the Inspector is on site, or the pressure gauges have been tested and are currently calibrated? It is the intent for inspector to verify the pressure as indicated on the pressure gauges to ASME requirements.
4. Paragraph 5.8.6: “Corrosion: The Inspector shall examine boilers for presence of free oxygen and dissolved salts which cause corrosion and advise the Facility Representative on remedial action in the inspection report.”
o Is the intent of Paragraph 5.8.6 to mean utilizing Visual testing (VT) only to perform the examination or to mean the performance of a metallurgical evaluation? It is the intent for inspector just to Visualize the boiler condition.
5. Paragraph 5.8.11: “Automatic low water fuel cutoff and water feeding devices:
The Inspector shall have the float chamber types of control devices disassembled and the float linkage and connections examined to ensure that they are free of sludge or other accumulation. Any necessary correction actions shall be taken prior to placing the boiler back on-line.”
o Will the location personnel disassemble the control device for inspection while the Inspector is on site, or will a valve manufacturer disassemble the control device? The operator should have device disassemble for inspection while unit is offline for internal inspection
6. Paragraph 5.8.16: “Hydrostatic test: The inspector shall test the hydrostatic testing to ensure that it does not exceed 1 ½ times the maximum allowable working pressure (MAWP) and to ensure that the water temperature is less than 70 degrees F (21 C) and that the MAWP does not exceed 120 degrees F (40C) and adjust accordingly.“ o Paragraph 5.3 states, “Discrepancies discovered during inspection:
Hydrostatic tests will not normally be performed during the inspections. If the Inspector determines that a hydrostatic and destruction (drilling, removal of insulation, etc.) testing are necessary to determine the condition of a boiler, the Contractor shall immediately notify the COR. These additional tests will be covered under a separate purchase order. If re-inspection is required at a later date, the Contractor shall contact the COR requesting a modification to the contract. The cost for re-inspection shall not exceed the cost of the negotiated contract rate. Re- inspections shall not occur until a formal modification is processed.” No Hydrostatic testing will be conducted.
o Will hydrostatic testing be performed while the Inspector is on site, or is Paragraph 5.8.16 intended to be applied if hydrostatic testing is determined to be required by the Inspector? No Hydrostatic testing will be conducted.
7. Paragraph 5.10.2: “Pressure relief valves: The Inspector shall test the pressure relief valve's working pressure to the valve setting to check for operation at the set pressure. This test should not be conducted unless the pressure in the vessel is at least 75% of the valve set pressure and the contents can be safely discharged. When an inspection reveals a defective pressure relief valve, the vessels/s dependent on the valve shall be taken off-line until the valve has been repaired or replaced, unless special provisions acceptable to the Inspector are made to permit the continued operation of the vessel/s on a temporary basis.”
o Is it the intent of Paragraph 5.10.2 to mean the Pressure Relief valves will be exercised while the Inspector is on site, and if so, will the location personnel exercise the respective valve, or will a valve manufacturer exercise the respective valve? Inspector shall verify which valves weren’t exercised by operator or valve manufacture.
8. Paragraph 5.11.1: “Modes of Deterioration and Failures: The Inspector shall check for contaminant in fluids handled in pressure vessels to avoid corrosion.
The Inspector shall also check for high temperatures, carbide precipitation, high stress reversals, and fatigue failures, locations where metals have different thermal coefficient expansion and vibration and pressure surges. The Inspector shall check for dents in the vessel/s to ensure that the thickness of metal is not materially impaired. The Inspector shall thoroughly check the vessel/s for the following types of corrosions: pitting, line corrosion, general corrosion, grooving and galvanic corrosion. The Inspector shall also note any action/s caused by abrasive and high velocity steams which may erode the surfaces of the metal.
Vessel/s shalt be checked for cuts or gouges to determine if cut or gouges need repairing by welding or patching.”
o Is it the intent of Paragraph 5.11.1 to mean utilizing Visual testing (VT) to perform the examination or to mean the performance of a metallurgical evaluation? Visual testing
9. Paragraph 5.11.4: “Pressure gauges and pressure relief valves: The inspector shall check for accuracy of pressure gauges to ensure safe operation and inspect all valves to ensure that they meet the applicable ASME Codes and that all flow passages are free of foreign materials or other obstructions.”
o Is it the intent of Paragraph 5.11.4 to mean the Inspector will perform calibration of the respective pressure gauge to ensure safe operation, or the pressure gauges have been tested and are currently calibrated? No calibration of gauges required, request operator if gauges have been replaced or calibrated.
o Is it the intent of Paragraph 5.11.4 to mean the Inspector will visually inspect all exterior valve surfaces to ensure the valve meets applicable code requirements, and the Inspector will utilize a borescope to inspect accessible internal passages to ensure the passages are free of foreign materials and other obstructions? Inspector shall inspect exterior valve surfaces
1. Will a Safety Orientation be required for each of the ten (10) locations or will personnel attending one (1) Safety Orientation be able to work at the other nine (9) locations without attending additional Safety Orientations? No safety orientation will be required. An operator will be onsite
2. What is the estimated average duration (hours) required for the Safety Orientation? No orientation
3. With the use of the Lock Out Tag Out (equipment Clearance) process to ensure equipment is safely de-energized, what is the estimated average respective equipment Lock Out Tag Out time required to perform the initial Clearance Tag walkdown and subsequent release of the Clearance Tags (hours)? Once scheduling is approved. Internal inspection of boiler will normally be cooled down before inspector arrives onsite for internal inspection. Lock out Tag out will have been completed by operators onsite.
