About this file

This is a Questions & Answers document for RFQ 75H70926BAO-070 concerning Uninterruptible Power Supply (UPS) Replacement procurement.

The document addresses three key clarifications regarding solicitation requirements. First, it resolves a conflict in quote validity periods by confirming that quotes must remain valid for 60 calendar days, consistent with FAR 52.212-1, superseding any conflicting 90-day requirement stated elsewhere in the solicitation. Second, it clarifies contractor responsibilities for UPS electrical connections, confirming that the contractor is responsible for making input/output power connections to the replacement UPS. Since the existing UPS is hard-wired, only minor modifications at the installation point are anticipated to accommodate the new hardware; the contractor must determine and execute these connections. Third, regarding pricing, the document clarifies that offerors must combine installation, startup, and removal costs into a single bid line, rather than separately identifying these one-time costs in the Government's Price Schedule.

Questions & Answers

1. The solicitation contains conflicting quote validity periods. FAR 52.212-1 states 60 calendar days, while Section 7 states quotes must be valid for 90 days. Please confirm the required quote validity period.

60 calendar days

2. Based on the SOW statement that "Electrical modifications, extended construction work, or facility upgrades are not included," please confirm whether the contractor is responsible for making the UPS electrical power connections (input/output pigtails/feeders), or whether those connections will be performed by the Government or others.

Yes the contractor is responsible for making the connections to the UPS. The existing UPS is hard wired and therefor no extended construction or major electrical modifications are needed. However they may need to make minor changes at the installation point to accommodate different hardware and it would rely on them to determine and make those connections for installation.

3. The Price Schedule does not identify where to price the one-time procurement of the UPS equipment, removal of the existing UPS, installation, startup, and commissioning. Please confirm whether offerors must complete the Government's Price Schedule, or whether offerors may submit their own bid schedule identifying these one-time costs.

Installation, startup and removal should all be combined in their bid.
