Q&A
RFQ No. 75H70725Q00014
LCSW – NSRTC
-Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. This is a new request
1. Incumbent Contractor Information:
Can the Government please confirm whether this requirement is currently being performed under an existing contract? If so, could you provide the incumbent contractor’s name and contract number? No Also, is the position currently staffed? No
2. Exemption from SCA Requirements:
The solicitation references an SCA Wage Determination (WD 2015-5687, Rev. 25), yet this WD does not contain a labor category that accurately reflects the qualifications, responsibilities, or professional standing of a Licensed Clinical Social Worker (LCSW). There is no WD referenced (SCA does not apply)
LCSWs are licensed, master's-level healthcare professionals whose services are typically exempt from the SCA under the Fair Labor Standards Act (FLSA) "professional exemption" criteria. Can the Government clarify whether the LCSW labor category under this requirement is intended to be covered by the SCA? If so, what is the Government’s intended labor category conformance for this position under the referenced wage determination?
3. Conformance Process (If SCA Applies) If the Government intends for SCA to apply, and no appropriate labor category currently exists under the referenced wage determination, will the Government initiate a conformance request in accordance with FAR 52.222-41 and the DOL guidance? If not, are offerors expected to propose their own conformed category and rate for review and approval? N/A
4. Historical Staffing Challenges Can the Government provide any insight into historical or anticipated recruitment and retention challenges associated with the NSRTC location, particularly due to its remote setting? There are challenges related to the remote location.
5. Workload Expectations and Scheduling Could the Government clarify the expected weekly workload or anticipated hours per week for the LCSW position? Is there a predictable schedule or are the hours variable based on demand?
6. Housing or Relocation Support Will the Government consider proposals that include a housing or relocation allowance, given the remote nature of the location?
