Environmental Health Support Center (EHSC) Office of Environmental Health and Engineering (OEHE) Albuquerque Area Indian Health Service 4101 Indian School Rd NE Ste 225 Albuquerque, New Mexico 87110

Acquisition will be for a 12-month base year and four 12-month option periods for renewal.

DESCRIPTION OF SERVICES/SUPPLIES

The contractor shall be in accordance with all Federal, State, Local, Tribal and IHS regulations and shall be made with minimal divergence from the schedule established and with minimum disturbance and maximum protection of government personnel, property and general public.

PART 1: GENERAL REQUIREMENTS

1. Background The Indian Health Service (IHS) Sanitation Facilities Construction (SFC) program provides water, sewer and solid waste facilities to address sanitation deficiencies for Native American housing as authorized by Public Law 86-121. Most SFC projects serve homes in Indian communities (defined as having 50% or more AI/AN population) or AI/AN homes in communities of less than 10,000 population. The IHS is authorized to design, construct and improve facilities, acquire lands and right-of-way for sanitation facilities, projects, and transfer complete facilities to Native American Tribal organizations or other public authorities for operation and maintenance.

The Environmental Health Support Center (EHSC) serves as the national coordinator of IHS based training for the Office of Environmental Health and Engineering (OEHE). In addition, this office also serves as the national liaison for training activities with all twelve IHS Areas and other governmental, public and private institutions. Authority for this justification is mandated under 41.USC.253(c)(1) as implemented by FAR 6.100.

The purpose of the proposed requirement is to provide training and other technical support for tribes located within the United States to strengthen the technical, managerial, and financial (TMF) aspects of tribal solid waste programs.

Typical solid waste system responsibilities of tribes include the following:

• Transfer station operations

• Landfill operations

• Prevention, maintenance, closure, and clean-up of open dumps

• Waste collection, storage, transportation, and disposal programs

• Waste minimization and beneficial reuse incentives

Typical technical assistance needs include the following:

• Solid waste program management

• Landfill and open dump closure and post closure management

• Public engagement/communications

• Rate studies, tipping fees, and implementation

• Integrated waste management plans

• Codes and ordinance development, review, and/or adoption

• Compliance assistance and enforcement

• Facility operations

• Waste reduction and sustainable materials management

• Open dumping assessments

• Methods to minimize open dumping

• Landfill and open dump contents assessment

The successful vendor(s) will be able to provide:

SF-1449 continued, page 4 of 40

- “off-the-shelf” and customized asynchronous, synchronous, (web-facilitated and/or in-person), and blended training

This contract is being co-funded by the Indian Health Service (IHS) and the United States Environmental Protection Agency (EPA) and is being managed by the EHSC. The IHS and the EPA will use the outcomes of these activities as part of the decision making process to fund contract option years. In addition, the number of tribes successfully improving TMF components of their solid waste programs will be used as a factor in determining the success of this contract.
