About this file
This is Amendment 1 to a federal solicitation (75H70626Q00230) issued by the Indian Health Service Great Plains Area Office in Aberdeen, South Dakota, effective October 22, 2026. The amendment removes four HHSAR clauses related to Indian Small Business Economic Enterprise and Indian Economic Enterprise set-asides and representations, eliminates the requirement to submit medical documents (malpractice insurance and medical degree copies) in Section G, and extends the solicitation response deadline to October 30, 2026 at 1:00 PM CDT.
The solicitation concerns the removal and replacement of an existing LED display at the Woodrow W. Keeble Memorial Health Care Center. The replacement must be an upgraded, higher-resolution, two-view RGB display (specified as Daktronics GT6x-144x216-10-RGB-2V or approved equal) that fits within the existing frame without requiring the new LED to match the old LED dimensions. The contractor must retain the existing framing and foundation, verify structural and mounting adequacy under ASCE 7-22, verify existing power adequacy, coordinate Ethernet communication, and ground the display under NEC Article 250. Power requirements are 120/240 VAC, 60 Hz, single-phase with neutral and earth ground, sourced from a breaker box in the IHS maintenance building at a distance of hundreds to possibly over one thousand feet away. The fixed-price contract must include all labor, materials, equipment, and coordination necessary for installation; removal and disposal of the replaced LED equipment; one-year contractor labor/material warranty; five years of manufacturer parts coverage; and manufacturer toll-free help desk support from 7:00 AM to 7:00 PM Central Time. The contractor must also provide manufacturer-hosted cloud-based content management software at no customer cost with web scheduling, browser-based editing, and remote update capabilities including storm-related notices, with Internet Explorer v11+ compatibility required.

D. To provide answers to the questions ask by the deadline. No other questions will be received following the posting of this Amendment One to the Request for Quote.
Questions:
1. Site visit and existing conditions: Is a pre-quotation site visit available? Please provide available photographs, dimensions, structural drawings, mounting details, existing sign information, electrical circuit/capacity information, and Ethernet/network information. If the existing structure, mounting, electrical service, grounding, or Ethernet is inadequate, must the fixed price include corrective work? Please define the required extent of that work.
Yes a site visit is available. The project is to remove/replace the existing LED display with an upgraded, higher-resolution, two-view RGB display that fits inside the current frame.
The new LED does not need to match the old LED dimensions. Retain the existing framing and foundation. A site photograph and newly prepared concept drawing with reference measurements are available. The contractor must verify structural/mounting adequacy, existing power adequacy, Ethernet communication and grounding. The breaker box is in the maintenance building.
2. Any visuals or artwork that would help to prepare a mockup to include in the proposal?
A mockup is attached. It will have the measurements that were used from the original installation.
3. Power source and distance: Where is the nearest suitable electrical panel or sub-panel?
What is the approximate distance, in linear feet, from that panel to the sign? Please identify the underground portion separately from any wiring needed inside the building.
The breaker box is in the IHS maintenance building. I do not know how far the breaker box is to the location of the sign. This is quite a distance and is hundreds of feet if not over a thousand feet away.
4. Available power: What voltage, breaker size, and spare capacity are available at that panel? Are any panel or service upgrades known to be needed? Photos of the panel label and circuit list would help.
The replacement requires 120/240 VAC, 60hz, single-phase power with neutral and earth ground.
5. Trenching and restoration: If a new trench is needed, what route should we use? Will it cross grass, landscaping, sidewalks, asphalt, or concrete? Please provide approximate lengths for each surface, any required trench depth, and restoration requirements. Are there areas where underground boring is required instead of open trenching?
I don’t believe we need to do any trenching unless the electrical lines need to be replaced. We had no power issues with the sign. The original request was to upgrade the current LED sign and add features such as remote user updates to the panel.
6. Underground utilities: Are utility drawings available showing buried lines along the route? Who will identify and mark facility-owned underground utilities? Are there known rock, drainage, or other site conditions that could affect excavation?
There are no drawings available showing buried lines. We will have to reach out the
Facilities/Maintenance to verify this.
7. Electrical scope and access: Please confirm whether the bid must include all needed power upgrades, trenching, conduit, wiring, grounding, disconnects, final connections, and testing, or whether any portion will be completed by the government. Are there limits on work hours or power shutdowns?
The contractor must provide all labor, materials, equipment, and coordination necessary for the stated work. They must verify power adequacy and ground the display under NEC article 250 with an earth-ground connection. I am not sure about work limits. The sign has a separate power source that does no effect power to the building.
8. Existing sign structure: To price the required structural review and inspection, can you provide drawings, foundation details, or previous engineering reports for the existing sign support? Are any repairs or reinforcement already known to be needed?
There is no known repairs or reinforcement already known to be needed. I will include what I have for drawings from the original work statement.
9. The Performance Work Statement requires the contractor to verify that the existing structure and mounting hardware are adequate under ASCE 7-22. Can the Government provide drawings, dimensions or photographs of the existing sign and its structure, and will a site visit be offered? If the existing structure is found inadequate, will the repair be handled by modification?
Please see attachment.
10. The specifications call for the Daktronics GT6x-144x216-10-RGB-2V or approved equal. If we propose an equivalent product, is prior approval required before submitting our quote, or should we simply include supporting specifications demonstrating compliance with the PWS?
The replacement must fit inside the current frame but is not required to match the removed LED dimensions. Proposed cabinet dimensions, mounting, ventilation/service clearances, resolution and remote content-management functions should be documents for review.
11. Product and software: Please confirm the required display/cabinet dimensions and whether the specified Daktronics model establishes all salient characteristics for an approved equal. What documentation and approval process are required for an equal product? For manufacturer-hosted cloud software at no cost to the customer, what duration of access, licenses, and features must be included? Please also confirm whether
Internet Explorer 11 compatibility remains a requirement.
The replacement must fit the existing frame; matching the old LED dimensions is not required. Reference geometry shows a 7 ft 10 in span between supports and an 11 ft 9 in support/cover zone below the header. The old 4 ft 10 in LED-area height is not a maximum replacement height. For reference, the supplied GT6x shop drawing lists a cabinet 7 ft 5-3/8 in W by 5 ft 3-11/16 in H, with active area 7 ft 2-3/8 in W by 4 ft 9-5/8 in H and an 11-1/8 in side envelope per face. Equal products need not duplicate these reference cabinet dimensions, but must fit and meet PWS requirements. The PWS requires two faces, manufacturer-hosted cloud software at no customer cost, web scheduling, browser-based editing, and the listed image/video import capabilities.
Remote updates, including storm-related notices, are confirmed project intent. Internet
Explorer v11+ remains expressly listed in the supplied PWS.
12. Engineering and installation: What structural calculations, design submittals, engineer credentials, and post-installation inspection documentation are required? Please identify applicable permit requirements, site access restrictions, installation hours, and any required outages or coordination with facility operations.
Structural design must be performed by a qualified individual; the existing support/mounting must be verified under ASCE 7-22; mounting hardware must support the components; installation must meet local standards; and mounted displays must be inspected by a qualified structural engineer. The performance table requires installation per manufacturer requirements, approved design documents, and applicable codes/standards, with document review and inspection.
13. Warranty and support: Please confirm when the one-year contractor labor/material warranty and five-year manufacturer parts coverage begin. Are there required response or repair times, and must warranty coverage include travel, freight, and on-site service?
Please confirm the required days of operation for the manufacturer's 7:00 a.m.–7:00 p.m. Central toll-free help desk.
PWS requires a one-year contractor labor/material warranty at no additional government cost covering repairs of all work and equipment provided, five years of manufacturer parts coverage, and a manufacturer toll-free help desk staffed from 7 a.m.
to 7 p.m. Central Time. The performance table requires warranty and parts-coverage documentation.
14. Existing sign disposal. What are the disposal requirements for the existing sign, and does
"coordinate removal and disposal" mean the contractor hauls and disposes of it?
The existing framing and foundation are to be retained. Removal is directed at the LED display being replaced and associated components designated for replacement. PWS requires the contractor to coordinate removal and disposal.
15. Is the existing sign structure intended to be reused, and are drawings or dimensions of the existing structure and current display available?
Yes. Reuse of the existing frame and foundation is the confirmed project intent. The new
LED only needs to fit inside that frame and does not have to match the old display size.
16. Is the existing electrical circuit and Ethernet run at the sign in working order, and where is the controller connection located?
We were using the sign all the way up until recently. A portion of the sign stopped working so we shut it down. The controlled location is in Facilities/Maintenance building across the street from IHS.
There will be no other changes made by reason of this amendment.
