About this file

This file is a Questions and Answers document for RFQ 75H70626Q00205 addressing clarifications regarding temporary Diagnostic CT/X-Ray Technologist services at Cheyenne River Health Center in Eagle Butte, South Dakota. The Government anticipates staffing up to three (3) Diagnostic CT/X-Ray Technologists and requests three (3) candidate profiles with proposals. Each candidate must submit a current resume/CV, current ARRT(R) certification, current BLS certification, and documentation of relevant CT experience; ARRT(CT) certification is desired but not required. Technologists must have a minimum of two (2) years of CT and/or diagnostic radiography experience. The document clarifies that regularly scheduled hours consist of rotating 8-12 hour shifts totaling 80 hours during a two-week period per technologist, with weekend and holiday hours within the regularly scheduled 80-hour period considered regular hours at no differential rate. Overtime is defined as hours actually worked in excess of 80 hours during a two-week period. The solicitation provides separate line items for regular hours, overtime hours, and on-call/standby hours, which offerors must price accordingly. Callback time is compensated under the appropriate regular/overtime labor CLIN while standby time is compensated under the on-call CLIN.

The document corrects multiple errors in the original solicitation, clarifying that references to polysomnography sleep studies, home testing capabilities, and pharmacy services should not have been included and are not part of this requirement. Offerors must focus exclusively on Diagnostic CT/X-Ray Technologist services as described in the Performance Work Statement. Alternative block scheduling (such as one week on, one week off) may be considered subject to operational needs and Radiology Supervisor approval, provided required coverage is maintained and no gaps in patient-care services occur. The Performance Work Statement identifies CT equipment as Toshiba CT; however, a new Siemens SOMATOM 128-slice CT machine has since been installed at the facility. The document also addresses a request for a deadline extension but defers that decision to the CRSU Rad Manager.

Questions & Answers for the RFQ 75H70626Q00205-Temporary CT/X-Ray Tech services.

1. Can the Government please clarify how many CT/X-Ray Technologists are required to provide coverage under this contract?

Answer: The Government anticipates staffing up to three (3) Diagnostic CT/X-Ray Technologists under this requirement.

2. Can the Government please clarify how many candidate profiles are required to be submitted with the proposal?

Answer: The Government requests three (3) candidate profiles with the proposal, consistent with the anticipated requirement for up to three Diagnostic CT/X-Ray Technologists

3. Can the Government please clarify which specific documents are required to be submitted for each proposed candidate at the time of proposal submission (e.g., resume, ARRT(R), ARRT(CT), BLS, license, radiation safety documentation, etc.)?

Answer: For each proposed candidate, the offeror shall submit:

•Current resume/CV;
•Current ARRT(R) certification;
•Current BLS certification; and
•Any applicable documentation demonstrating the candidate's qualifications and experience to perform diagnostic radiography and CT services. ARRT(CT) certification is desired but is not required under the PWS

4. Can the Government please clarify whether there is a minimum number of years of CT and/or diagnostic radiography experience required for proposed technologists?

Answer: Minimum of 2 yrs experience on CT/diagnostic radiography technologists

5. The Performance Work Statement indicates that the CT/X-Ray Technologist may work rotating 8–12 hour shifts, including weekends and holidays, with occasional on-call coverage. Can the Government please clarify how on-call coverage is anticipated to be compensated, including whether standby/on-call hours and callback hours are separately billable, and whether any overtime, weekend, or holiday hours should be priced at a different rate?

Answer: Regularly scheduled hours consist of rotating 8–12 hour shifts totaling 80 hours during a two-week period per technologist. Weekend and Government holiday hours occurring within the regularly scheduled 80-hour period are considered regular hours. No separate night, weekend, or holiday differential is anticipated.

Overtime is defined as hours actually worked in excess of 80 hours during a two-week period.

The requirement also includes occasional on-call coverage. The solicitation/requisition provides separate line items for regular hours, overtime hours, and on-call/standby hours, and offerors should price each applicable line item accordingly.

Callback time is compensated under the appropriate regular/overtime labor CLIN while standby time is compensated under the on-call CLIN.

6. The solicitation’s evaluation criteria appear to include references to both “polysomnography sleep studies and home testing capabilities” and “pharmacy services in hospital/clinic settings,” which do not appear applicable to the CT/X-Ray Technologist requirement. Additionally, one section indicates that Technical Factors 1–3, when combined, are more important than price, while FAR 52.212-2 states that technical and past performance, when combined, are less important than price. Can the Government please clarify the applicable technical evaluation criteria for this requirement and confirm the relative importance of technical factors, past performance, and price?

Answer: the “polysomnography sleep studies and home testing capabilities” and “pharmacy services in hospital/clinic settings,” should have not been in the solicitation.

7. Could you please confirm whether pharmacy services are intended to be part of this solicitation, or if this reference was included in error?

Answer: This was an error on the pharmacy services.

8. Should our proposal focus exclusively on CT/X-Ray Technologist services as described in the Performance Work Statement?

Answer: The solicitation is for temporary Diagnostic CT/X-Ray Technologist services for the Cheyenne River Health Center Radiology Department. Offerors should focus their proposals exclusively on demonstrating their technical capability to provide the CT/X-Ray Technologist services described in the Performance Work Statement.

9. Regarding proposal submission requirements, can you please clarify whether resumes and candidate profiles for proposed CT/X-Ray Technologist personnel are required as part of our proposal submission? If so, please confirm what is required in the candidate profiles.

Answer: Offerors shall submit three (3) candidate profiles/resumes for proposed CT/X-Ray Technologists.

Each candidate profile should include, at a minimum:

•Current resume/CV demonstrating relevant diagnostic radiography and CT experience;
•Current ARRT(R) certification;
•Current BLS certification;
•Documentation of relevant CT experience and proficiency, including experience with Toshiba CT equipment, as applicable; and
•ARRT(CT) certification, if held. ARRT(CT) is desired but is not required by the PWS.

The PWS specifically states that CT Technologists must have highly proficient experience with CT equipment and that ARRT certification in CT is desired but not required.

10. “Technical Capability will be evaluated based on the offeror’s demonstrated experience performing polysomnography sleep studies and home testing capabilities.” Could the Government please clarify which services the contractor is being asked to provide under this solicitation?

Answer: This was an ERROR and should not have been in the solicitation.

11. Is the requirement for CT/X-ray services, pharmacy services, or polysomnography sleep studies and home testing?

Answer: The requirement under this solicitation is solely for temporary Diagnostic CT/X-Ray Technologist services as described in the Performance Work Statement.

Pharmacy services, polysomnography sleep studies, and home testing capabilities are not part of this requirement.

Offerors should demonstrate their technical capability, qualifications, staffing, and experience as they relate specifically to providing Diagnostic CT/X-Ray Technologist services.

12. We understand that the requirement is structured as a monthly flat fee for one (1) FTE. If the Government requires coverage beyond an average of 40 hours per week or staffing in excess of one FTE, please clarify whether those additional hours will be compensated separately. If so, should offerors include an hourly rate for any services performed beyond the one-FTE requirement?

Answer: The requirement is for up to three (3) Diagnostic CT/X-Ray Technologists and is not limited to one FTE. Each technologist will work within the Radiology Department's established schedule, with regular hours totaling 80 hours in a two-week period. Hours worked over 80 hours in a two-week period are considered overtime. Offerors should provide separate hourly pricing for regular hours, overtime hours, and on-call hours, consistent with the solicitation pricing schedule..

13. Would the Government permit the Radiologic Technologist to work an alternative block schedule, such as one week on and one week off, provided the required coverage and staffing needs are fully met?

Answer: Alternative block scheduling may be considered subject to the operational needs of the Radiology Department and approval by the Radiology Supervisor. Any alternative schedule must provide the required coverage and may not result in gaps in patient-care services. The PWS requires shifts of no less than 8 and no more than 12 hours, which may rotate throughout the 24-hour period, with all scheduled hours determined by the Radiology Supervisor.

14. Could the Government provide the specifications of the CT scanner currently in use at the facility, including the manufacturer, model, and number of slices?

Answer: The Performance Work Statement identifies the CT equipment as Toshiba CT. Since this action, a new CT machine was installed. It is a Siemens CT Machine.

Manufacturer: Siemens Model: SOMATOM Number of Slices: 128 Slices

15. Additionally, Tribal Providers respectfully request an extension of the proposal submission deadline by 5–7 business days. The additional time would allow us to fully address the solicitation requirements and submit a comprehensive, accurate, and competitive response.

Answer: Is this a decision made by CRSU Rad Manager?
