About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the Indian Health Service (IHS) Great Plains Area. The amendment provides clarifications and answers to potential vendor questions about a radiology services contract. Key details include: the contract has no current incumbent, historical data shows 1,115 x-rays and 170 ultrasounds in the past year, and the current PACS provider is SMAART Medical with local IT personnel support. The solicitation does not allow subcontracting, requires a strict 15-minute STAT study reading time, and covers common x-ray and ultrasound studies including chest, abdomen, pelvis, extremities, OB, and thyroid imaging. The period of performance is 12/29/2025 to 12/28/2030, with potential volume increases due to provider shortages.

c. Who is the current PACS provider, and if managed internally, who will oversee image transfers?

Answer: The current PACS provider is SMAART

Medical along with the local IT personnel.

d. The solicitation does not list HL7 integration. We request the Government add a one-time HL7 integration cost in the first year.

Answer: This would be a cost that the contractor would add to their quote.

e. We request inclusion of a credentialing-by-proxy agreement in the solicitation, as this will significantly reduce the administrative burden for both IHS and the contractor.

Answer: This may be considered "too restrictive" and will not be added to this solicitation.

f. Will this contract allow for any subcontracting or partnership opportunities, or is performance strictly limited to the prime contractor?

Answer: This solicitation does not allow for subcontracting.

g. The solicitation states that STAT study reading time is set at 15 minutes. Traditionally, STAT studies are read within a 60-minute window, and there is typically a price differential associated with expediated 15-minute turnaround times. With this in mind, is there any flexibility to extend this window to one hour, or is the 15-minute requirement firm?

Answer: The requirement is set by the service unit and will remain.

h. What are the most commonly done Xray studies?

what are the most commonly done Ultrasound studies?

Answer: X-rays: chest, abdomen, pelvis, extremities, spines, skull, mandibles, facial bones, etc.

Ultrasound: OB, gyn, abdomen, thyroid

There will no other changes by reason of this amendment.

Period of Performance: 12/29/2025 to 12/28/2030
