About this file

This is a Request for Quotation (RFQ) from the Aberdeen Area Indian Health Service for optometry equipment for the Belcourt Service Unit. The solicitation seeks 3x Topcon OC-2300 Chairs with Topcon Footswitch and 4x Topcon IS-5500 Instrument Stands with LED Lamp and P-Arm, to be delivered 45 days after award. The procurement is a 100% small business set-aside with a Lowest Price Technically Acceptable (LPTA) evaluation method. Quotes are due on September 7, 2025 at 9:00 AM CST, to be submitted to the DHHS Great Plains Area Indian Health Service Department of Acquisition Management in Aberdeen, South Dakota. The contract will involve removing existing medical equipment and installing new Topcon brand equipment, with a requirement for the contractor to provide new equipment and parts, and maintain records demonstrating compliance with Indian preference requirements.

The solicitation includes comprehensive federal acquisition regulations and provisions, such as requirements for electronic invoicing through the Invoice Processing Platform (IPP), representations regarding small business status, and clauses related to Indian preference, child protection, and non-discrimination. The brand name justification indicates that Topcon is the preferred manufacturer for the optometry equipment, as recommended by the resident optometrist, and that the area standard manufacturer is not available on GSA Advantage. The government estimates that not acquiring this equipment would prevent the facility from performing quality eye exams and collecting procedure fees, potentially requiring patient referral to another healthcare facility.
