Questions & Answers on RFQ-75H70624Q00006
Mid-Level Provider Services Deadline, January 3, 2024 before 12:00 pm, CST
1)
A) From RFQ:
It appears that the HRS are for (2) FTE would this be, for (3) FTE this would be approx. 1,387HRS per FTE and would be part-time, is this a part time requirement?
Answer: The Requirement is for up to two (2) FTE’s; 2080 being one (1) FTE. Potentially, could be part-time. This requirement depends on the needs of the service which can vary month to month based on permanent provider staffing patterns.
B) From RFQ: "1.2.1. Fort Yates Hospital Outpatient Clinic, 10 Standing Rock Ave, Fort Yates, ND:
1.2.2. McLaughlin Health Center, 701 6th Street East, McLaughlin, SD.
1.2.3. Cannonball Health Center, Weasel Street, Cannonball ND
1.2.4. Wakpala Health Center, 1st Street, Wakpala, SD
1.2.5. Bullhead Health Center, 102 Tasunka Street, Bullhead, SD"
Could you help us better understand how are the hours and practitioners to be scheduled or assigned the location?
Answer: Assignments are based on the needs of the service which can vary month to month. This is dependent on permanent provider staffing patterns. Cannonball, Wakpala and Bullhead are usually staffed one day per week, whereas Fort Yates and McLaughlin are 5 days per week.
2) Is on-site housing provided or available?
Answer: This may occur only when available but no guarantee; limited housing exists for permanent staff. The plan should be for contracting company to locate accommodations for their staff.
3)
A) Place of Performance-There are 5 coverage locations listed. Could you please break down the need for each clinic? Which location would be the providers home base?
Answer: Assignments are based on the needs of the service which can vary month to month. This is dependent on permanent provider staffing patterns. Cannonball, Wakpala and Bullhead are usually staffed one day per week, whereas Fort Yates and McLaughlin are 5 days per week. Home Base would be either Fort Yates OPD or McLaughlin Health Center.
B) Once the home base is established, would drive time to a different location be billable? For example, the NP/PA is based at Ft Yates, but is expected to be in Bullhead, SD at 0800. This person now has an additional 1hr drive from they did not have when reporting to Ft Yates at 0800.
Answer: Drive time is not billable. The provider would arrive at the Clinic of the day the same tour of duty established at one of the “Home Base” clinics. Hours are usually 0800-1630.
C) Is there Govt Housing available?
Answer: This may occur only when available but no guarantee; limited housing exists for permanent staff. The plan should be for contracting company to locate accommodations for their staff.
D) Are there Govt vehicles available for travel between clinics?
Answer: Yes, when available. All IHS facility policies and safe driving must be strictly adhered to.
4)
I was wondering if there is an incumbent contract for this requirement. If there is, could you kindly provide me with the incumbent contract # and vendor? If there is no incumbent is this a new requirement?
Answer: Due to being in the competition stage, we cannot reveal this information.
5)
To clarify: You do not want the Security Clearance Documents on the candidates submitted until after the award.
Answer: No, this is not correct. Refer to the solicitation on “Section G – FAR 52.212-1 Instructions to Offerors- Commercial Items (September 2023)” All documents listed must be submitted before the closing date to be considered a completed quote:
In addition, Contractors shall provide the following:
• Contractors shall complete and submit the SF-1449 for pricing.
• Name and phone number of three (3) professional references.
• Shall meet the qualifications in the Statement of Work and provide copies of the requested documents.
• Complete and sign IHS Buy Indian Economic Enterprise (IEE) Representation Form
• Complete and sign Child Care Position Provisional Authorization
• Complete and sign the Declaration for Federal Employment – Optional Form 306.
• Complete and sign Addendum to Declaration for Federal Employment (OF306).
• Complete and sign the Licensure Requirement Form.
• Copy of malpractice insurance coverage.
• Copy of active, current and unrestricted license to practice.

6)
A) What is the average number of patients seen by a NP/PA per day (8 hours) in a clinic?
Answer: 10-14 encounters per day.
B) We request Govt to convert this into a multiple awards contract (3 awards possibly). Based on our experience these places have been difficult to staff and having 3 companies providing services would offer great benefit in providing continued uninterrupted services to the IHS.
Answer: This solicitation will be for an award for only one vendor.
C) Due to lack of hotels in the area, would IHS provide on campus accommodation?
Answer: This may occur only when available but no guarantee; limited housing exists for permanent staff. The plan should be for contracting company to locate accommodations for their staff.
D) Are you requesting any resumes in the proposal? If so, how many?
Answer: Refer to the solicitation on “Section G – FAR 52.212-1 Instructions to Offerors-Commercial Items (September 2023)”. Refer to solicitation on “Section F” for number of candidates three (3), but potentially four candidates who meet requirements.
7)
Would IHS consider a proposal if we present only 2 NP/PAs for primary care clinic? (and not include the mental Health / Psych NP)? Especially if it is changed to multiple award IDIQ.
Answer: No, we will not consider a quote or proposal if both types of services are not presented. The solicitation and Statement of Works is for two (2) types of services: A) Certified Nurse Practitioners (AANPCB) or Physician Assistants (NCCPA); and B) Psychiatric Certified Nurse Practitioner (AANPCB)
8)
A) Are there housing units available for the NPs??
Answer: This may occur only when available but no guarantee; limited housing exists for permanent staff. The plan should be for contracting company to locate accommodations for their staff.
B) Do we need to provide the following forms with the proposal, or can they be completed once awarded?
Childcare Position Provisional Authorization
OF-306; Addendum to OF306; Licensure Requirement Form. Most contractors prefer not to submit personal information with a proposal unless required for credentialing after award.
Answer: All forms must be completed and submitted at the time of submitting your quote or proposal. These documents must be part of your quote or proposal. If items are missing your quote or proposal will not be considered. See Question #5 for a complete listing of required documents to be submitted with your quote or proposal.
C) Is there an incumbent covering this contract at the moment?? If affirmative, which company and dollar amount awarded??
Answer: Due to being in the competition stage, we cannot reveal this information.
9)
Who is the incumbent for this contract and what is that contract number?
Answer: Due to being in the competition stage, we cannot reveal this information.
10)
We request the evaluation criteria to be changed from LPTA to "Best Value". Pursuant to FAR 15.101-2(d)(1), contracting officers shall avoid LPTA, to the maximum extent practicable, using the lowest price technically acceptable source selection process in the case of a procurement that is predominantly for the acquisition of health care services and other knowledge-based professional services. This was updated in 2019.
https://www.acquisition.gov/far/15.101-2
Notes: Best value refers to Technical capability, Contract Management and past performance.
Answer: We have reviewed the contract requirements with the FAR citing and have elected to use LPTA as it is allowable.
