About this file

This is a Questions and Answers document for federal contract opportunity 75H70427Q00002, addressing clarifications on contract requirements and deliverables related to the development of communication tools and community outreach activities.

The contract requires the contractor to develop 3–10 additional communication tools selected based on community preferences, including posters, social media graphics, radio scripts or recordings, and animated videos (not filmed videos). Video lengths should be 30 seconds, 60 seconds, or less than five minutes. SCORM packages, e-learning modules, and video source files are conditional deliverables required only if those formats are selected following community interviews. The contractor is responsible for identifying 3–5 participating communities, establishing local contacts, recruiting interview participants, and conducting 1–2 group sessions per community with at least five participants each. All interview-related costs must be budgeted by the contractor, including participant incentives, meeting space, interpretation, recording, transcription, consent procedures, and tribal/community permissions. Translation into approximately five community languages (in addition to English) is required as necessary, determined during performance; the contractor must obtain qualified translators and community language reviewers. The contractor may temporarily host materials on its website during performance but must provide IHS final materials, editable files, and supporting documentation for IHS hosting and maintenance through July 31, 2027. Materials must meet Section 508 accessibility standards and be clinically accurate and written in plain language for patient audiences. The contractor should reasonably expect two review rounds per deliverable with consolidated comments from IHS, with the Contracting Officer's Representative having final approval authority. Community field testing is not separately required.

75H70427Q00002 QuesƟons and Answers

1. What types of products should offerors assume for the 3–10 addiƟonal tools? For example, posters, social media graphics, radio scripts, audio recordings, animated videos, or filmed videos? What lengths or producƟon standards are anƟcipated?

Under Statement of Work (SOW) SecƟon 3, ObjecƟve 1, the contractor will develop 3–10 addiƟonal communicaƟon tools based on preferences idenƟfied in the community interviews. Possible products include posters, social media graphics, radio scripts or recordings, and animated videos. Filmed videos are not anƟcipated. If video is selected, anƟcipated lengths are 30 seconds, 60 seconds, or less than five minutes. Final formats will depend on the interview findings and must meet the applicable accessibility requirements in SOW SecƟon 8, SecƟon 508 and Accessibility Standards.

2. SecƟon 7 lists SCORM packages, e-learning source files, and video source files. Are e-learning modules or videos required deliverables, or does this language apply only if those formats are selected following the interviews?

The references in SOW SecƟon 7 to SCORM packages, e-learning source files, video source files, and capƟon files are standard deliverable-format requirements that apply only when the corresponding product is developed. E-learning modules and videos are not required deliverables, but may be selected as a community-preferred communicaƟon tool under SOW SecƟon 3, ObjecƟve 1.

3. Will IHS or BoostVax partners provide exisƟng materials, approved messaging, branding, and clinical subject maƩer experts? What original research, medical wriƟng, and independent clinical review must the contractor include?

The contractor will coordinate with IHS and BoostVax partners on messaging, a unified brand, and clinical input, consistent with SOW SecƟon 3, ObjecƟve 4, Coordinate with IHS and other BoostVax Partners.

Materials developed under the contract must be clinically accurate and wriƩen in plain language appropriate for a paƟent audience. The SOW does not establish a separate quanƟty of original research, medical-wriƟng work, or independent clinical reviews.

4. Will IHS idenƟfy the parƟcipaƟng communiƟes, establish local contacts, and recruit interview parƟcipants, or is the contractor responsible for those acƟviƟes?

The contractor is responsible for idenƟfying parƟcipaƟng communiƟes, establishing local contacts, and recruiƟng interview parƟcipants, with guidance from IHS.

5. Please clarify “1–2 interviews with at least 5 community members.” Does this mean one or two group sessions per community, each with at least five parƟcipants, or individual interviews? What total number of sessions, parƟcipants, and session lengths should be priced?

For pricing purposes, assume one to two group sessions in each of the 3–5 communiƟes, with at least five parƟcipants in each of those sessions. Session lengths have not been specified.

6. Which geographic regions or communiƟes should be assumed for pricing? Although ObjecƟve 1 describes in-person interviews as preferable, SecƟon 6 states travel is required; how many communiƟes must be visited in person?

Specific communiƟes and regions have not been designated. SOW SecƟon 3, ObjecƟve 1, states that in-person interviews are preferable, but the Government has not designated how many communiƟes must be visited in person. The SOW does not require all interviews to be in person. SOW SecƟon 6, Travel, states that travel is required for in-person interviews and the in-person CHW/CHR training. Authorized travel costs are addressed under the separate $10,000 travel line item in solicitaƟon SecƟon B, CLIN 0002. The Government has not specified how many interview communiƟes must be visited in person.

7. Must the contractor budget for parƟcipant incenƟves, meeƟng space, interpreters, recording or transcripƟon, consent procedures, or Tribal/community permissions? Will IHS provide any of these arrangements?

The contractor should include the costs and arrangements needed to conduct the interviews in its quote, including any necessary parƟcipant incenƟves, meeƟng space, interpretaƟon, recording or transcripƟon, consent procedures, and Tribal/community permissions. IHS does not anƟcipate furnishing those arrangements.

8. Which approximately five community languages are anƟcipated, and must every resource be translated into every language? Should offerors price five translated versions in addiƟon to English?

The approximately five community languages will be idenƟfied aŌer award. Under SOW SecƟon 3, ObjecƟve 1, translaƟon is required as necessary; not every resource will be translated into every language.

Offerors should account for translaƟons into approximately five languages in addiƟon to the English originals, with the specific resources to be translated determined during performance.

9. Will IHS provide qualified translators or community language reviewers? Are wriƩen translaƟons sufficient, or will audio versions, interpretaƟon, or dialect-specific versions be required?

The contractor is responsible for obtaining qualified translators and any needed community language review; IHS will not provide them. WriƩen translaƟons are sufficient. Audio translaƟons, interpretaƟon, and dialect-specific versions are not separately required.

10. Should the contractor build a new standalone website, add resources to an exisƟng IHS or BoostVax website, or use an exisƟng contractor-hosted plaƞorm? What funcƟonality is required beyond public access and downloads?

During performance, the contractor may host the materials on its website while IHS pursues approval to add them to the IHS website. By the end of the contract period, the contractor must provide IHS the final materials and supporƟng files for IHS hosƟng and maintenance, as required by the SOW. Applicable SOW SecƟon 8 accessibility requirements apply.

11. What hosƟng, security, privacy, system authorizaƟon, analyƟcs, and contractor onboarding requirements apply?

Will the website collect user informaƟon, require accounts, or connect to IHS systems?

The resource website is not intended to collect user informaƟon, require accounts, or connect to IHS systems. Applicable accessibility requirements are in SOW SecƟon 8, SecƟon 508 and Accessibility Standards. If contractor personnel require access to IHS systems or faciliƟes, the access and security provisions in SOW SecƟon 8, Contractor System Access, and solicitaƟon SecƟon H, Security Requirements, apply.

12. What plaƞorm will IHS use to maintain the resources aŌer July 31, 2027? What migraƟon, documentaƟon, administrator training, and transiƟon support must the contractor provide?

IHS anƟcipates maintaining the resources aŌer the end of the contract period. The contractor must host the resources through July 31, 2027, and provide the final materials, editable files, and supporƟng documentaƟon needed for IHS to maintain, update, reproduce, and distribute them independently.

13. How many review rounds should be priced for each deliverable? Will IHS provide one consolidated set of comments per round, idenƟfy the final decision-maker, and establish review turnaround Ɵmes? Is community field tesƟng required before approval?

The number of review rounds and turnaround Ɵmes have not been established. However, offerors could reasonably expect two review rounds per deliverable, although this is not certain. IHS will provide a consolidated set of comments for each round. Per the SOW, project stakeholders review deliverables and the COR has final approval. Community field tesƟng of draŌ resources is not separately required under the

SOW.
